Job Overview
The Executive / Senior Executive – Contract & Commercial supports disciplined contract execution and commercial governance by upholding contractual compliance, strengthening process adherence, and supporting risk visibility to protect value and enable sustainable growth. This role is expected to ensure fewer missed notices and contractual breaches, identify and escalate contractual and commercial risks early and ensure proper contract documentation.
Specific Duties/Responsibilities
Contract Management
Pre-Contract
- Provide structured commercial input under guidance of Manager to ensure compliance with approved commercial parameters with respect to payment milestones, liquidated damages exposure, bank guarantees and insurance requirements
- Check on accuracy and veracity of commercial numbers, submissions and positions under guidance of Manager, especially in relation to warranty provisions, risk contingencies, site preliminaries, labour cost, bank guarantees and insurance costs
- Support commercial risk review of draft contracts to identify execution risks for mitigation
Post-Contract
- Administer contracts in strict accordance with contractual obligations
- Track and manage:
- Bonds, insurances, guarantees
- Billing triggers and payment milestone alignment
- Contract notices and entitlement timelines
- Completion certificates and close-out documentation
- Support preparation of EOT, variation, and change claims with proper documentation and quantification
- Maintain structured contract repositories and audit-ready documentation
- Coordinate billing disputes and avoid erroneous billing that can lead to bad debt, invoice reversals or contract assets
- Maintain project forecast completion, sales orders and billing plan in SAP in alignment with contract schedule and payment terms
- Support flow downs of client contractual terms and conditions to key suppliers and subcontractors
Commercial Governance & Controls
Pre-Contract
- Ensure sales teams go through a sales go/no-go process in compliance with approval matrix prior to expending efforts in bid preparation
- Maintain offer release template (ORT) log to ensure compliance with approval matrix
- Support ORT review and approval process
Post-Contract
- Create new projects and sales orders in SAP based on approved costing / offer release documents
- Support project managers in budget tracking, cost control and variance analysis through periodic review of the trend register to assess and address emerging issues
- Identify and escalate potential contractual and commercial exposures early in accordance with governance thresholds
- Support Estimate-At-Completion (EAC) review and approval process
Qualification, Skills & Experience
Qualification
- Bachelor's degree in Engineering, Business or a related technical field is preferred
Skills
- Proficiency in ERP systems (SAP S/4HANA or equivalent)
- Proficiency in Mandarin (spoken and written) is required to support communication with APAC stakeholders, particularly Hong Kong and Greater China.
- Strong knowledge in contract management and contract administration
- Familiarity with project delivery models (EPC, O&M; exposure to BOT/DBOO is advantageous)
- Strong analytical, problem-solving, and negotiation skills
- Excellent communication and stakeholder management skills
Experience
- 3-5 years of progressive commercial and contract management experience in EPC, water, or infrastructure sectors
Certificate
- Relevant coursework or certifications in commercial/project management, contracts are preferred
