Job Description
This position is responsible to assist the Manager, Regulatory Affairs South ASEAN Hub (the Manager) in the day-to-day management of Colgate-Palmolive's regulatory affairs for all the countries in the Hub. This includes:
- Assist the Manager to ensure timely delivery of regulatory approvals to support the business grid and commercial plans.
- Assist in developing strategic regulatory support for products produced in and/or marketed in SAH.
- Prepare and compile complete product registration/notification requirements and dossiers for cosmetics, medical devices, pharmaceuticals and all relevant product categories marketed in SAH.
- Submit applications and secure timely product registration/notification approvals from respective competent health authorities in all relevant countries in SAH.
- Assist in the compilation of complete Product Information File (PIF) according to ASEAN Cosmetics Directive PIF requirements.
- Maintain and update product registration/notification files and records and PIF throughout the product lifecycle.
- Coordinate and prepare timely responses to queries raised by regulatory agencies.
- Prepare and compile complete halal certification requirements for all relevant products to be marketed in SAH.
- Submit applications and secure timely products halal certification approvals from halal certification bodies relevant to SAH.
- Complete the Halal Executive/Halal Supervisor training conducted by HDCs, obtain the certification and act as the certified Halal Executive/Halal Supervisor for SAH.
- Provide regulatory input for claims development, claims support and artwork development.
- Establish strong relationships within Colgate with local business partners in Marketing, Legal, Technical, Consumer Insights and Supply Chain to ensure alignment and synchronization between regulatory strategies and business goals.
- Support the Manager in representing CP at trade association meetings and working with Global Regulatory representatives in developing regulatory strategies and recommendations for SAH.
- Collaborate with the Manager and other team members to conduct periodic regulatory intelligence to keep abreast of current and new regulations in SAH and assist the Manager to communicate the impact of any changes in the regulatory environment to the business, and modify the regional strategy accordingly to ensure timely and continuous regulatory compliance.
- Participate in the Technical Working Groups of the Trade Associations on behalf of Colgate-Palmolive as necessary.
- Assist the Manager to identify opportunities to influence rule making for positions beneficial to Colgate and any relevant regulatory advocacy activities.
- Review and approve commercial artworks of Colgate-Palmolive's products in the artwork review system BEAT to ensure accuracy of the information and compliance to regulations.
- Review and approve formulations, specifications, recipes in the internal PDM system.
- Obtain appropriate regulatory information to support import/export of Colgate products and work in coordination with Logistics to provide cross-border information (e.g. FSC, GMP certificates, BSE certificates, etc.)
Required Qualifications
- Graduate degree or Post-graduate degree in relevant scientific fields such as Pharmacy, Chemistry, Biochemistry, etc.
- At least 2 years of experience in regulatory affairs management with exposure in cosmetics and/or relevant industry.
- Knowledge in cosmetics and pharmaceuticals regulatory requirements and submissions.
- Experienced in influencing rule making and involvement in trade association advocacy activities will be an advantage.
- Demonstrated organizational skills and ability to communicate effectively, both verbal and written in English.
- Ability to work collaboratively with regulatory partners and other stakeholders and be an excellent team player.
