Job Summary
Execute and implement the tender secretariat function as well as managing tender exercise to ensure timely execution of procurement approval as well as effectiveness in terms of good governance and high quality work execution that involves high power stakeholder i.e. the Commission members and Chief Officers of MCMC.
Job Responsibilities:
1. Execute and manage the secretariat duties for the Tender Committee Meetings (function was handed over from Secretariat and Governance Department in March 2023) and Management Review Committee meetings.
2. Execute and provide assistance to Head of Department and P6/P5 officers to assess, evaluate, and review each procurement proposals from the user departments in ensuring comprehensive proposal papers to the Tender Committee and Management Review Committee Meetings including but not limited to the following matters:
a) Comprehensiveness of Specifications
b) Due diligence on the supplier, including background search, financial standing, insolvency, litigation, and any other checks as required
c) Project and awards historical information
d) Compliance to MCMC terms and conditions
3. Manage and lead the arrangement of logistic, online meeting setup, F&B and other requirements of the Tender Committee members.
4. Execute and manage improvement and enhancement of tender management and specification challenge process to ensure the best value outcome from MCMC tender.
5. Identify, engage and conduct workshop with external subject matter experts (such as from Jabatan Digital Negara, JKR or MOF) for new tender exercise to provide in-depth advisory for tender specifications.
6. Assess, review and provide inputs to Head of Procurement Division / Department on matters proposed in tender document and specification to ensure proper and in-depth discussion is undertaken at the specification challenge process.
7. Execute and arrange for the negotiation process with successful tenderer to ensure a fair and transparent process is undertaken as well as creating an advantageous environment for MCMC to gain the best outcome in tender negotiation.
8. Obtain and manage the list of MCMC's internal expertise so as to ensure availability of subject matter experts that can be appointed by Tender Secretariat to be involved in specification and evaluation process.
9. Prepare and manage the appointment of evaluation committee members including the management of withdrawal and replacement to ensure efficient execution of tender evaluation process.
10. Execute the utilisation of the Budget Allocation for Tender Center to ensure smooth submission and evaluation process as well as ensuring prudent spending.
11. Manage and execute resource allocation for the Tender Center including evaluation venues, laptops, inventories etc to ensure sufficient resource allocation during the tender activity.
12. Manage and implement all tender activities procedures at Tender Center to ensure good governance during tender process as well as protecting data confidentiality.
Qualifications & Work Experience
1. Bachelor's degree — preferably in IT, Engineering, Finance or any suitable field with minimum CGPA 3.00.
2. Minimum of 3 years of experience in managing support services, contracts, tender and/or governance related functions
3. Experience in procurement or secretariat function is an added advantage.
