Job Purpose

To assist Head, Group AML/CFT Compliance who is the appointed Money Laundering Compliance Officer (MLCO) to the bank to oversee Bank wide AML/CFT compliance management specifically with respect to matter pertaining to AML transaction monitoring and transaction reporting, the management of alerts generated as well as reviewing the Suspicious Transaction Report (STR) recommended prior submission to Financial Intelligence Enforcement Department (FIED), Bank Negara Malaysia (BNM).

Accountabilities

  • AML Compliance Officer (AMLCO), AML/CFT Financial Intelligence Unit (FIU) will be responsible for analyzing, investigating, and assessing generated/manual alerts (internal STRs) via AML system for onward submission to FIED, BNM. The detailed responsibilities as below:
  • Checking and analyzing the grounds for suspicion based on the generated/manual alerts (internal STRs) and pre-set rules in the AML system.
  • Requesting further information/other relevant documents from the respective BUCO or BUCO Representatives of Branches/Hubs/Business Units to support the drafted STR prior to submission to FIED.
  • Provide meaningful, clear, and proper justification for any dropped alerts as required by Quality Assurance (QA) team.
  • Ensure all dropped cases without complete information from QA and FIU (Checker) are attended within an agreed timeline.
  • Ensure the alerts (internal STR)/STRs are attended/reviewed within approved timeframe (as per AML/CFT Policy & Procedures or SOP) and submitted to FIED next day upon establishing suspicion as stipulated in BNM's AML/CFT Guidelines.
  • Ensure the STRs are accurately reported to FIED with evidence of analysis data (if any)
  • Ensure the recommended STRs are properly documented with evidence of analysis data (if any) and supporting documents are to be kept under a secure environment.
  • To draft STR in FINS system with proper justification/ground for suspicion prior submission to FIED via FINS system.
  • Ensure that all invalid STRs are properly justified and approved by MLCO/Alternate MLCO prior to closing the alerts in AML system and updated in the Invalid STR Register.
  • Closing the AML alerts in AML system once the STR has been successfully reported to FIED via FINS.
  • Attend any requests/inquiries by FIED/LEA via e-mail or through request via FINS.
  • To guide/assist and support Branches/Hubs/Business Units on drafting alerts (internal STRs) via AML system (when necessary).
  • To assist in any projects, system enhancement/DR activities including UAT related to AML/CFT.
  • To assist Group Head, AML/CFT Compliance in coordinating, managing, conducting AML/CFT awareness training program/SOJT for the bank's Branches/Hubs/Business Unit.
  • To assist Group Head, AML/CFT Compliance and Group Chief Compliance Officer (GCCO) in other ad-hoc tasks as and when required.
  • To undertake any ad-hoc duties and responsibilities across functional units within the AML/CFT department as assigned by the Head of Group AML/CFT Compliance/MLCO.

Job Requirement

  • Bachelor's Degree/Professional qualification in Finance, Accounting, Business, Economics, or its related discipline.
  • 1-3 years of experience in Alerts or AML investigations.
  • Working knowledge of Level 1 or Level 2 AML Transaction Monitoring processes.
  • Expertise may also include: Audit, Control, Risk and Fraud.
  • Working knowledge on AML, Finance statutes and governing bodies and their application to the supported products/business lines.
  • AML/CFT Certification e.g. CAMCO, ICA Certification etc.
  • Knowledgeable in the Bank's policies and procedures, including areas under FSA/IFSA, ABM, and AMLATFPUAA rules and regulations.
  • Advanced knowledge of the banking and financial system.
  • Strong research, analytical and comprehension skills, with ability to analyze large amount of data.
  • Proven ability identifying issues/defects and recommending solutions.
  • Demonstrated experience adhering to controls and compliance standards.
  • Strong communication skills including written, verbal and interpersonal.
  • Intermediate level skills working with the MS Office suite of tools.
