Position: Facilities Project Manager

Main Responsibilities:
Portfolio Ownership, Governance & Strategic Delivery
• Own the Facilities capital project portfolio for core projects, translating business priorities into a clear project roadmap aligned to site growth, capacity, compliance, resilience and infrastructure lifecycle needs.
• Lead the prioritization and governance of core facilities projects, ensuring investment decisions are supported by robust business case logic, risk assessment, resource planning and delivery sequencing.
• Be accountable for delivery of strategic infrastructure upgrades from initiation through handover, ensuring outcomes are achieved on time, on cost, on quality and on delivery.
• Establish and maintain the project governance cadence, including project review forums, project controls, escalation pathways, decision logs and executive reporting.
Stakeholder Influence & Investment Decision Support
• Influence senior stakeholders on project priorities, trade-offs, risks, dependencies and investment decisions across facilities infrastructure workstreams.
• Act as the primary interface between Facilities, Operations, Engineering, Procurement, Finance, EHS, Security, IT, Legal and external partners where projects require cross-functional alignment.
• Provide clear, decision-oriented updates to senior management, highlighting delivery status, strategic risks, financial exposure, options, recommended actions and escalation items.
• Chair or facilitate project review forums to drive alignment, clear ownership, timely decisions and disciplined follow-through.
Project Financial Governance & Value Delivery
• Own project financial governance across budget planning, cost control, forecasting, cashflow visibility, change control, procurement alignment and value engineering.
• Develop and manage project budgets, cost forecasts and financial controls, ensuring project investment remains aligned to approved scope, business priorities and expected value outcomes.
• Identify cost optimization opportunities without compromising safety, compliance, reliability, quality or operational readiness.
• Ensure financial risks, scope changes and budget movements are visible, governed and escalated through the appropriate decision channels.
Technical & Engineering Assurance
• Plan, coordinate and oversee installation, upgrading, commissioning and validation of critical facility systems including HVAC, electrical, water, STP, fire protection and other site infrastructure systems.
• Review and approve design drawings, technical submissions, specifications, method statements and commissioning plans from consultants, contractors and vendors.
• Set expectations for engineering quality, maintainability, reliability, safety and operational readiness across project deliverables.
• Lead technical problem solving and root cause analysis for recurring infrastructure issues, ensuring permanent corrective actions are embedded into project design and execution.
Functional Leadership Across Delivery Workstreams
• Provide functional leadership to project teams, facilities engineers, technicians, consultants, vendors and contractors across complex delivery workstreams.
• Set direction, clarify roles, coordinate dependencies and drive disciplined execution across internal and external delivery teams.
• Build project delivery capability by coaching teams on project controls, documentation quality, risk management, execution standards, technical governance and handover discipline.
• Promote a strong safety culture, compliance mindset and high standard of workmanship across all project activity.
Regulatory Readiness, Risk & Issue Management
• Ensure facilities projects comply with applicable local regulatory and statutory requirements, including DOE, BOMBA, Suruhanjaya Tenaga and other relevant authorities where applicable.
• Lead project risk, issue and escalation management, ensuring risks are identified early, assessed appropriately, owned clearly and mitigated through structured action plans.
• Drive audit and regulatory readiness across project scope by ensuring documentation, approvals, testing records, permits, certifications and close-out evidence are complete and robust.
• Ensure critical project decisions balance regulatory readiness, business continuity, safety, cost, schedule, quality and long-term infrastructure reliability.
Execution Standards, Handover & Operational Integration
• Define and maintain standards for project execution, governance, documentation, commissioning, handover and post-implementation review.
• Ensure project deliverables are integrated seamlessly into day-to-day Facilities operations, with clear ownership, maintenance requirements, asset data, operating procedures and support readiness.
•Lead shutdown planning and execution for major upgrades and critical maintenance activities, ensuring business continuity risks are understood, controlled and communicated.
• Drive continuous improvement in infrastructure performance, reliability, lifecycle cost, energy efficiency and operational resilience.
Key Success Measures
• Portfolio priorities and investment decisions are transparent, governed and aligned to site strategy.
• Core facilities projects are delivered to agreed safety, quality, schedule, cost and operational-readiness expectations.
• Regulatory, audit and handover requirements are embedded from project initiation through close-out.
• Infrastructure upgrades strengthen site growth capacity, resilience, reliability and cost effectiveness.
Requirements:
• Bachelor's Degree in Engineering, Facilities Management, Building Services, Mechanical Engineering, Electrical Engineering, or a related field.
• Experience managing facilities/infrastructure CAPEX projects.
• Proven experience in project portfolio management and project governance.
• Strong project management skills with experience delivering projects from initiation to handover.
• Experience in budgeting, cost control, forecasting, and financial management.
• Technical expertise in HVAC, electrical, water, STP, fire protection, and site infrastructure systems.
• Ability to review and approve engineering designs, specifications, and commissioning plans.
• Strong stakeholder management and cross-functional collaboration skills.
• Experience leading engineers, technicians, contractors, consultants, and vendors.
• Knowledge of risk management, compliance, and regulatory requirements (DOE, BOMBA, Suruhanjaya Tenaga, etc.).
• Strong problem-solving and root cause analysis capabilities.
• Experience in commissioning, validation, shutdown planning, and operational handover.
• Excellent communication, presentation, and executive reporting skills.
• Strong commitment to safety, quality, operational reliability, and continuous improvement.
