Job Description

Job Summary

The Forwarding Manager is responsible for overseeing end-to-end freight forwarding operations, ensuring shipments are executed efficiently, accurately, and in full compliance with regulatory requirements. This role encompasses the management of import and export processes, seamless documentation flow, and effective coordination between customers and internal teams. The incumbent will also drive continuous operational improvements to ensure timely, reliable, and cost-effective delivery performance.

Key ResponsibilitiesA. Customs Clearance & Regulatory Compliance
  • Lead and manage the complete customs clearance process for both import and export shipments
  • Ensure accurate HS/HTS classification, tariff application, and duty/tax calculations
  • Review and validate all customs declarations (e.g., K1, K2, K4, K8, K9)
  • Liaise with relevant authorities including Customs, MAQIS, SIRIM, MITI, KKM, CIDB, and other regulatory bodies
  • Oversee ZB submissions via uCustoms, including document verification, exemption applications, and follow-ups
  • Ensure full compliance with INCOTERMS, licensing requirements, permits, and exemptions
  • Stay current with regulatory updates, tariff changes, and government policies

B. Freight Forwarding Operations
  • Oversee daily operations across air, sea, road, and cross-border shipments (FCL/LCL, break-bulk)
  • Coordinate shipment bookings and negotiate competitive freight rates with carriers
  • Maintain close coordination with shipping lines, airlines, and transport providers
  • Monitor shipment progress to ensure timely delivery and collection
  • Supervise the preparation of shipping documentation (e.g., Bill of Lading, Air Waybill, invoices, packing lists, COO, insurance)

C. Documentation & System Management
  • Review all import and export documentation for accuracy and regulatory compliance
  • Manage declarations through uCustoms and MyTradeNet systems
  • Maintain comprehensive documentation records for audits (Customs, internal, statutory, ISO)
  • Coordinate manifest submissions and manage post-declaration amendments when necessary

D. Customer & Vendor Management
  • Serve as the primary point of contact for customers on shipment status, customs-related queries, and issue resolution
  • Provide advisory support on HS classification, duty estimation, and compliance requirements
  • Develop and maintain strong relationships with carriers, port operators, and government agencies

E. Team Leadership & Development
  • Lead, mentor, and supervise the forwarding and customs clearance team
  • Allocate tasks, monitor performance, and ensure service quality standards are met
  • Establish and implement SOPs to enhance operational efficiency and consistency

F. Cost Control & Performance Management
  • Negotiate freight and clearance costs to optimize profitability
  • Review and validate supplier invoices for accuracy and cost control
  • Monitor key performance indicators (KPIs) such as turnaround time, clearance efficiency, and compliance accuracy

Authority
  • Oversee daily forwarding operations and coordination activities
  • Ensure adherence to established processes and operational standards
  • Identify opportunities for process improvements and resolve operational challenges

Job Requirements

Education

  • Diploma or Degree in Logistics, Supply Chain Management, International Trade, or a related discipline

Experience

  • Minimum of 5 years experience in freight forwarding, with hands-on exposure to customs clearance and declarations

Skills & Competencies

  • Strong knowledge of HS/HTS classification, duty/tax structures, and regulatory compliance
  • Proficiency in uCustoms and ZB submission processes
  • Familiarity with import/export permits and regulatory procedures
  • Working knowledge of air, sea (FCL/LCL), cross-border logistics, and dangerous goods (DG) handling
  • Strong analytical, leadership, and communication skills
  • Ability to perform effectively under pressure and meet tight deadlines
