About the Role
We are seeking a seasoned and strategic finance leader to join IJM Toll Division as General Manager, Finance. Reporting directly to the Chief Executive Officer, this role oversees the full spectrum of finance functions across three toll highway operations.
The position is pivotal in driving financial excellence, strengthening governance and controls, and delivering strategic insights to support sustainable growth and performance across the division. The successful candidate will act as a trusted business partner to the leadership team, ensuring financial discipline while enabling value creation across all toll assets.
Key Responsibilities
Strategic Leadership & Business Partnering
- Provide strategic financial leadership and insights to support corporate planning, operational efficiency, and long term value creation.
- Partner closely with operational and technical teams to drive cost optimization, performance improvement, and informed decision making.
- Translate organizational goals into actionable financial strategies, plans, and departmental objectives.
Financial Management & Reporting
- Oversee the full spectrum of finance functions including financial reporting, budgeting, forecasting, treasury, taxation, and cash flow management.
- Ensure timely and accurate preparation of monthly, quarterly, and annual financial statements in compliance with statutory, regulatory, and group requirements.
- Lead annual budgeting and long-term financial planning processes, including performance tracking and variance analysis.
- Monitor revenue trends, expenditure patterns, and financial commitments to support business planning and forecasting.
Governance, Risk & Compliance
- Strengthen internal controls, governance frameworks, and risk management practices across the Toll Division.
- Ensure compliance with financial regulations, accounting standards, and tax laws.
- Oversee audit processes, including coordination with external auditors and ensuring audit readiness.
- Identify, assess, and mitigate financial risks, including resolving discrepancies and irregularities.
Treasury, Tax & Stakeholder Management
- Manage treasury functions, including cash flow optimization, funding, and banking relationships.
- Oversee taxation matters, ensuring timely submissions and compliance with regulatory requirements.
- Liaise effectively with auditors, tax authorities, financial institutions, regulators, and other key stakeholders.
Investment & Financial Planning
- Support investment evaluations, concession related financial modelling, project financing, and refinancing initiatives.
- Provide financial analysis and recommendations to support expansion opportunities and strategic projects.
People Leadership
- Lead, develop, and mentor a high performing finance team across the Toll Division.
- Foster a culture of accountability, collaboration, and continuous improvement within the finance function.
Requirements / Ideal Candidate Profile
Qualifications & Experience
- Bachelor's Degree in Accounting, Finance, or a related discipline; professional qualification such as CA, CPA, ACCA or equivalent is required.
- Minimum 12–15 years of progressive finance experience, with at least 5 years in a senior leadership role.
- Prior experience in infrastructure, concessions, highways, or a regulated industry is highly preferred.
- Strong exposure to financial modelling, project financing, and capital management is an advantage.
Technical Competencies
- Strong knowledge of financial reporting standards, taxation, treasury, and corporate finance.
- Proven experience in budgeting, forecasting, and performance management.
- Solid understanding of governance, risk management, and internal control frameworks.
- Experience in managing audits, regulatory compliance, and stakeholder engagement.
