The General Manager Industrial Development (PreDevelopment & Planning) is responsible for leading frontend industrial strategy, market positioning, feasibility, and master planning activities prior to the Building Plan (BP) stage.
The role ensures that industrial projects are marketdriven, commercially viable, authoritycompliant, and investorready before detailed design and construction commencement. This position plays a critical role in shaping what to build, where to build, and for whom, based on market intelligence and industry engagement.
Key Responsibilities
- Develop industrial development strategies and masterplans covering land use, zoning, product typologies, infrastructure frameworks, logistics flow, sustainability, and phased development concepts.
- Translate industrial market demand, industry trends, and regulatory requirements into clear and viable predevelopment strategies.
- Maintain strong market awareness and industry networks with industrial occupiers, logistics players, investors, and agents to shape development concepts.
- Actively engage with potential industrial tenants and anchor occupiers, strategic partners, investors, jointventure counterparts, as well as industrial agents and industry bodies to validate market demand and shape development concepts.
- Drive earlystage feasibility studies, including cost modelling, pricing assumptions, and financial viability assessments.
- Position industrial projects competitively through benchmarking, competitor analysis, and market intelligence.
- Lead engagement with authorities and consultants on planning, zoning, and preapproval matters (DOE, BOMBA, JKR, SPAN, local authorities, etc.).
- Identify predevelopment risks and recommend mitigation strategies before BP submission.
- Support commercial teams by validating product strategy, land monetisation approach, and market readiness.
- Ensure smooth handover of BPready concepts to downstream implementation teams.
Requirements
- Degree in Engineering, Planning, Real Estate, Business, or equivalent.
- Senior experience in industrial development, predevelopment planning, or land development.
- Strong market insight and industry network within the industrial and logistics sectors.
- Proven ability to shape development concepts based on market demand and commercial considerations.
- Experience working with authorities and managing earlystage consultants.
