Job Summary
Lead and oversee the organisation's Health, Safety, Environment (HSE), Fire Safety, Emergency Response, Business Continuity, and compliance programmes. The role ensures a safe, secure, and resilient operating environment through effective risk management, regulatory compliance, operational preparedness, and sustainability-driven practices.
Job Responsibilities
1. HSE Leadership & Governance
- Develop and implement HSE strategies, policies, and procedures.
- Establish a strong safety culture across all facilities and operations.
- Drive compliance with applicable legislation, standards, and industry best practices.
- Lead HSE performance monitoring and continuous improvement initiatives.
- Report HSE performance and risks to senior management.
2. Fire Safety Management (FSM)
- Act as the appointed Fire Safety Manager for the organization.
- Ensure compliance with requirements from: Jabatan Bomba dan Penyelamat Malaysia (JBPM), Local authorities and statutory agencies.
- Develop, implement, and maintain Fire Safety Management Plans.
- Conduct periodic fire risk assessments.
- Ensure fire protection systems remain operational and compliant.
- Lead fire drills and evacuation exercises.
- Coordinate fire inspections and audits with relevant authorities.
3. Regulatory Compliance
- Ensure compliance with: Department of Occupational Safety and Health (DOSH/JKKP), Department of Environment (DOE), Jabatan Bomba dan Penyelamat Malaysia (JBPM) and Local authority requirements.
- Manage all regulatory inspections, audits, and reporting obligations.
- Ensure permits, licenses, certifications, and statutory records are maintained.
4. Emergency Preparedness & Response
- Develop and maintain Emergency Response Plans (ERP).
- Establish Incident Command Structure (ICS).
- Lead emergency preparedness exercises and simulations.
- Coordinate response to fire, chemical, environmental, medical, and security emergencies.
- Maintain Emergency Operations Centre readiness.
5. Occupational Safety & Health
- Lead workplace hazard identification and risk assessments.
- Manage accident investigations and root cause analysis.
- Ensure implementation of corrective and preventive actions.
- Monitor contractor safety performance.
- Promote employee health and wellbeing initiatives.
6. Environmental Management
- Develop environmental sustainability programs.
- Ensure compliance with environmental regulations.
- Monitor waste management, pollution control, and environmental performance.
- Support ESG and sustainability initiatives.
7. Asset & Infrastructure Safety
- Ensure safety and compliance of: Buildings, Fire protection systems, Mechanical & electrical installations, Lifts and escalators
- Critical infrastructure: Collaborate closely with Facilities Management and Operations teams.
8. Risk Management & Business Continuity
- Conduct enterprise safety and operational risk assessments.
- Support Business Continuity Management (BCM).
- Identify critical operational risks and mitigation measures.
- Develop resilience strategies for critical facilities.
9. Training & Competency Development
- Develop HSE and Fire Safety training programs.
- Ensure competency of Emergency Response Team (ERT).
- Conduct awareness campaigns and drills.
- Maintain training records and certification requirements.
Job Requirements
- Bachelor's Degree in Occupational Safety & Health (OSH), Safety Engineering, Environmental Science, or a related Engineering discipline (minimum requirement).
- Must be a Green Book Holder certified by the Department of Occupational Safety and Health (DOSH).
- Minimum 7 years of progressive experience in the Health, Safety & Environment (HSE) field.
- Demonstrated experience managing complex, multi-site, or high-risk operational environments.
- Proven ability to develop, implement, and align HSE strategies with overall corporate objectives.
- Strong track record in engaging and managing relationships with government agencies (DOSH, DOE, BOMBA/JBPM), senior leadership, tenants, and major external contractors.
- Skilled in developing comprehensive Emergency Response Plans (ERP), and leading crisis communications and mitigation during major incidents.
- Ability to perform deep-dive investigations to identify systemic issues contributing to incidents or Lost Time Injuries (LTIs).
- Capable of designing, enforcing, and driving safety policies, while fostering a strong, organisation-wide culture of safety, responsibility, and accountability.
