Job Description

Job Summary

Lead and drive strategic engagement and institutional liaison initiatives to strengthen collaboration across government, industry, civil society, and international partners, ensuring regulatory coherence and effective policy delivery. This role ensures that MCMC's regulatory priorities and initiatives remain aligned with its mandate, while enhancing institutional visibility, policy influence, and stakeholder trust.

Job Responsibilities:

Strategic Stakeholder & Government Engagement

  • Lead strategic engagement efforts with Ministries, LEAs, regulators, industry players, NGOs, Parliament and media to advance MCMC's mandate and strengthen national digital governance partnerships.

Coordinate responses to Parliamentary matters

  • Supervise and manage the preparation of parliamentary inputs by coordinating with internal departments to ensure timeliness, accuracy, and consistent responses that comply with MCMC's internal protocols and regulatory frameworks.

Plan and lead law enforcement agencies (LEAs) engagement initiatives

  • Plan, lead and oversee promotional and capacity-building programmes, briefings, and outreach sessions with LEAs and other stakeholders to enhance understanding of MCMC's functions, foster institutional trust, and promote inter-agency collaboration.

Develop Stakeholder-Focused Educational Modules

  • Drive the development and delivery of tailored outreach and training modules for government agencies and key stakeholders on topics such as Internet safety, responsible digital use, regulatory literacy, and online harm mitigation.

Manage Communications and Media Affairs Related to Content

  • Oversee communication frameworks and lead the development of responses, FAQs, and key messages to ensure accuracy, professionalism, and institutional coherence across all media engagements, while proactively managing issues and mitigating reputational risks.

Internal Coordination and Governance

  • Lead and direct the development and implementation of communication workflows and SOPs to ensure consistent, efficient handling of external engagements and cross-division alignment.

Records and Knowledge Management

  • Develop and manage centralised repositories for stakeholder contact databases, parliamentary responses, media materials, engagement records and presentations to support continuity and governance integrity.

Strategic Partnership and National Initiatives

  • Lead the collaboration and partnership initiatives with key local and international stakeholders, including ministries, regulators, industry players, and civil society. Drive strategic outreach and campaigns to foster effective cooperation and alignment with national objectives.

Track Emerging Issues and Global Developments

  • Actively participate in national and international meetings and policy forums to stay updated on evolving regulatory, technological, and communication trends, ensuring that stakeholder engagement strategies remain relevant, informed, and forward-looking.

Compliance with MCMC's processes

  • Strategize the implementation of MCMC's processes and guidelines to ensure a smooth process workflow and adherence to standards and requirements.

Leadership, Team Performance and Capability Building

  • Lead, mentor, and develop officers to ensure a high-performing team culture. Build capacity through targeted training, clear performance expectations, and continuous development initiatives.

Financial & Resource Management

  • Oversee budget planning, resource allocation, and financial tracking to ensure programme delivery is cost-effective and within approved limits, in full compliance with procurement and financial procedures.

Qualification & Work Experience

  • Good Honours of Bachelor's Degree or Master's Degree in Business, Communications, or other related qualifications from a reputable university.
  • 12 to 15 years of working experience in similar industry.
  • Experience in stakeholder engagement, public affairs, or inter-agency coordination, particularly involving government bodies, law enforcement agencies, or media.
  • Strong familiarity with parliamentary processes, media coordination protocols, and regulatory communications. Experience working within MCMC or the telecommunications/ICT regulatory environment. Experience in cross-agency collaboration, either locally or internationally (e.g. with ITU, ASEAN, or other relevant bodies), is an added advantage.
