Job Overview:

 

We are looking for a Head, Network Sourcing & Partner Management to lead the strategic sourcing, commercial management, and development of third-party network infrastructure partnerships across domestic and international markets. You will drive the negotiation and optimization of Master Service Agreements (MSAs), oversee infrastructure-related operating expenditures, and ensure cost-effective delivery of network expansion initiatives.

 

You will work closely with network planning teams, data center providers, and telecommunications operators to establish and maintain strategic Points of Presence (POPs) and Network-to-Network Interface (NNI) connections that support long-term network growth and performance objectives. The role also ensures compliance with regulatory requirements and supports governance, reporting, and partner management activities to enable efficient and scalable network operations.

 

Your work life:

 

  1. 3rd Party Sourcing
  • Liaise with domestic and international service providers to secure IRU (Indefeasible Right of Use) or lease agreements for strategic network infrastructure
  • Lead negotiations and foster strategic wholesale alliances to support long-term connectivity objectives.
  • Manage and process ordering documentation to ensure accurate and timely execution of procurement and provisioning activities.

 

  1. Agreements
  • Initiate and manage the execution of Non-Disclosure Agreements (NDAs) with external parties to ensure secure and compliant information exchange.
  • Lead the review and negotiation of Master Service Agreements (MSAs), ensuring all terms align with project objectives and adequately protect the company's interests.
  • Coordinate contract reviews with the Legal team and relevant internal subject matter experts to ensure thorough and informed evaluation.
  • Maintain accurate records and ensure proper archiving of all executed agreements and related documentation.

 

  1. Cost Optimization
  • Negotiate optimal pricing with service providers at project initiation and throughout the project lifecycle
  • Collaborate closely with CAPEX owners to align project deliverables with third-party dependencies and ensure efficient execution.
  • Implement strategies to minimize OPEX in both new deployments and network expansion projects.
  • Manage and process payments on a per-project basis, ensuring accuracy, compliance, and timely execution.

 

  1. Regulatory Compliance
  • Maintain active two-way communication with the internal Regulatory team to ensure compliance with applicable regulatory guidelines and requirements.
  • Support regulatory reporting and documentation processes through coordination with relevant internal departments, ensuring timely and accurate submissions to governing authorities.

 

  1. Network Expansion and new POP
  • Liaise with ISPs, data centers, and infrastructure providers to explore opportunities for collaboration and network expansion and commercial negotiation, and operational readiness.
  • Coordinate with the Network Planning team to assess technical feasibility, scalability, and cost efficiency for both current and future connectivity requirements.
  • Conduct site assessments and work closely with internal engineering teams and external partners to identify and establish optimal interconnection points.

 

To be considered, you'll need:

 

  • Education: Bachelor degree in Telecommunications, Electrical/Electronic Engineering, or related fields.
  • Experience: 5–8 years in telecommunications business processes, with a proven track record in negotiating with both domestic and international partners.
  • Skills:
    • Hands-on experience working with domestic international carriers, IRU contracts, and cross-border connectivity projects.
    • Strong knowledge in reviewing and analyzing contracts and agreements.
    • Fair understanding of optical transport technologies (e.g., DWDM, OTN), IP/MPLS backbone architecture, and subsea cable systems.
    • Clear and effective communication skills.
    • High attention to detail, with strong analytical and critical thinking skills.
    • Practical experience in using automation tools and implementing process improvements in sourcing, leasing contract, and payment activities.
