Description:
The Head of Data Governance is a strategic leadership role responsible for the design, implementation, and operationalization of Time's enterprise data governance framework. You will ensure our data assets are high-quality, discoverable, and strictly compliant with Malaysia's national security standards and MCMC regulations. You will lead the transition from manual data silos to an automated, tool-driven governance ecosystem, ensuring that our data assets fuel both operational excellence and advanced analytics.
Key Responsibilities:
- Framework & Strategy: Define and execute the Data Governance roadmap tailored for a high-velocity telco environment, focusing on data ownership, stewardship, and lifecycle management.
- Automated Metadata Management: Lead the strategy for automated metadata ingestion to provide a unified discovery interface for technical and business users. Focus on documenting end-to-end lineage from network OSS/BSS systems through to the data warehouse.
- Data Catalog & Business Glossary: Orchestrate the enterprise data catalog. Define and maintain data dictionaries and business glossaries for core telco domains.
- Data Quality (DQ) & Observability: Establish DQ dimensions and automated monitoring for high-volume streaming data.
- Regulatory Compliance & Sovereignty: Lead the alignment of data practices with Malaysia's regulatory landscape, ensuring all data lifecycles strictly adhere to MCMC Mandatory Standards, NACSA (Cyber Security Act 2024), and PDPA privacy requirements.
- Change Management: Act as the strategic bridge between Business units to foster a Data-as-a-Product culture across the organization.
Technical Skills & Qualifications:
- Experience: 10+ years in Data Management, with at least 5 years in a leadership role within the Telecommunications or Tech sector.
- Tooling Expertise: hands-on experience with tools such Collibra, OpenMetadata, or DataPlexfor operating model design, policy management, and workflow automation.
Domain & Regulatory Knowledge:
- Deep understanding of the TM Forum or similar telco data models.
- Practical experience in fulfilling MCMC regulatory reporting and compliance audits.
- Familiarity with cloud data platforms such as Google Cloud Platform and DBT based transformation layers.
Education: Bachelor's or Master's degree in Data Science, Computer Science, Information Management, or a related field.
