Job Purpose
This role provides strategic financial leadership for the Group Technology & Digital (GTD) sector, encompassing the design, development, and execution of a comprehensive financial strategy, operating model, and roadmap to establish a centralised finance services function. The function will support GTD across both local and regional markets, in alignment with Group and GTD strategic priorities.
The role is accountable for delivering robust financial governance, performance management, and value optimisation, while serving as a key strategic advisor on financial decision-making. This includes ensuring effective oversight of technology investment performance, strengthening cost discipline, and supporting the Group's sustainable growth agenda.
In addition, the role will drive objective and robust financial assurance, enhance operational efficiency, strengthen risk management and governance frameworks, and ensure full compliance with applicable regulatory and statutory requirements.
Key Responsibilities
Strategic Finance Leadership
- Lead the development and execution of GTD's financial strategy, including long-term financial planning, operating model, and value realisation framework.
- Partner closely with the GCTDO to provide strategic financial insights, scenario analysis, and trade-off decisions for technology investments.
- Monitor and evaluate the financial performance of strategic initiatives to support sustainable growth and optimal capital deployment.
Financial Planning & Performance Management
- Oversee the end-to-end financial planning cycle, including annual budgeting, quarterly forecasting, and mid-term reviews.
- Lead the coordination of budget governance with business stakeholders to ensure alignment, achievability, and accountability.
- Develop and maintain robust financial tracking tools to ensure accuracy, transparency, and timeliness of reporting to senior management.
Technology Investment Governance & Value Assurance
- Establish strong governance over business cases, budget approvals, and drawdown processes.
- Lead the review, validation, and challenge of business cases, ensuring clear articulation of financial benefits and value realisation.
- Drive IT project financial health checks, including monitoring of costs, benefits, timelines, and escalation of risks to Management.
Financial Reporting & Controls
- Oversee the preparation of management and statutory financial reporting for GT, including monthly consolidated financial statements with variance analysis.
- Ensure excellence in core finance operations including month-end close, accruals, provisions, and compliance with Financial Reporting Standards (FRS).
- Develop and implement a comprehensive management reporting framework to support decision-making.
Cash Flow, Capital & Cost Management
- Establish robust cash flow forecasting and liquidity management processes, including minimum operating thresholds.
- Drive capital efficiency and funding optimisation across GT initiatives.
- Lead cost allocation methodologies and cost optimisation initiatives across business units.
Tax, Regulatory & Compliance Oversight
- Provide oversight on tax planning and optimisation strategies across multiple jurisdictions, ensuring alignment with regulatory requirements.
- Ensure full compliance with Companies Act, Bursa Malaysia Listing Requirements, BNM Guidelines, and applicable financial regulations.
- Stay abreast of regulatory changes, market developments, and industry best practices relevant to financial management within technology functions.
Operational Excellence & Transformation
- Drive continuous improvement in finance processes, systems, and reporting capabilities to enhance efficiency, accuracy, and insights.
- Lead finance transformation initiatives, including automation and digitisation of reporting and analytics.
Stakeholder Management & Advisory
- Serve as a trusted finance partner to senior stakeholders including GCTDO, GCFO, Sector Heads, and EXCO.
- Provide independent, constructive challenge and recommendations on financial performance, investments, and risks.
Leadership & Talent Development
- Build and lead a high-performing finance team through strong leadership, coaching, and capability development.
- Foster a culture of accountability, collaboration, and continuous learning.
- Drive talent development, succession planning, and capability uplift within the function.
Key Requirements
- Degree in Accounting, Finance, or related discipline.
- Professional qualification (ACCA, CPA, MICPA, MIA or equivalent) is preferred.
- Minimum 10 years of experience within financial institutions, with strong exposure to financial management and governance.
- Proven leadership experience (5–8 years) managing high-performing teams and cross-functional stakeholders.
- Strong understanding of banking environment, regulatory landscape, and operating within a GLC/large matrix organisation.
- Experience in technology/IT finance, project costing, or digital transformation initiatives is an added advantage.
