Head of Fixed Network Planning

Job Summary

To strategize, develop, and execute the national digital infrastructure framework to ensure the availability of fixed upstream and downstream network services, and to achieve all targets in alignment with national aspirations and objectives.

Job Responsibilities:

• Strategizes and establishes a strategic digital infrastructure framework and policy to ensure the availability of fixed upstream and downstream network services in line with the government and national aspirations.
• Oversees and manages the implementation of the strategic digital infrastructure framework and policy to ensure all the initiatives are implemented according to the timeline and target.
• Oversees and designs feasible solutions and technologies to ensure fast and cost-effective (USP and Commercial) deployment of fixed/upstream network, including submarine cable system and data center infrastructures, to address the coverage gap and funding.
• Strategizes and obtains buy-in from management for a new proposal, including the estimated cost required to close the gaps based on the findings from the analysis and suitable solutions.
• Manages projects and oversees the implementation plan to ensure the fixed service providers deploy their services in accordance with the timelines and targets set under the strategic digital infrastructure framework and policy.
• Collaborates, engages, and liaises with various ministries and agencies in line with the department's role as a technical advisor, and to ensure MCMC's interests and views are well represented.
• Leads and participates in internal and external committees related to the fixed network and submarine cable system planning and implementation.
• Sets the direction of the department to align with the MCMC's corporate-level strategy and National Aspiration.
• Manages and coaches the team to ensure tasks and deliverables are completed in a timely manner and with minimum mistakes.
• Oversee the developmental program for the team on the new technical skills and knowledge based on new and evolving technologies to align with the current needs and demands in the communications industry.
• Inspects and reviews write-ups and reports prepared by the team to ensure their accuracy and minimize errors before submission to management.
• Reviews the responses prepared for all incoming proposals and correspondence and provides recommendations and feedback to the management.

Qualification & Work Experience

• Minimum of a Bachelor's Degree with the relevant educational background with a minimum CGPA of 3.00 and above.
• Minimum 10 years of relevant working experience in the telecommunications industry, familiar with network fundamentals and technologies, particularly in fixed networks.
• Knowledgeable in governmental structure and the relevant Malaysian communications regulatory framework and regulations.
• Very good command of Bahasa Malaysia and English, both written and verbal.
• Working experience in telecommunications companies would be an advantage.
