The Head of Procurement is responsible for developing and executing the end‑to‑end procurement strategy to support upstream, midstream, and/or downstream Oil & Gas operations. This role ensures cost competitiveness, supply continuity, contract governance, risk management, and compliance with regulatory and HSSE standards, while driving value creation through strategic sourcing, supplier partnerships, and ethical procurement practices.
Job Responsibilities:
Strategic Procurement Leadership
- Define and implement the procurement strategy aligned with business, operational, and capital project objectives.
- Lead category strategies across major spend areas (e.g. drilling services, EPC/EPCM, MRO, logistics, chemicals, equipment, licenses).
- Support CAPEX and OPEX optimization initiatives while maintaining operational reliability and HSSE compliance.
Sourcing & Contract Management
- Oversee high‑value, complex sourcing activities including tenders, RFQs, negotiations, and contract awards.
- Lead development and governance of long‑term agreements (LTAs), frame contracts, and strategic alliances.
- Ensure contracts address commercial risk, performance KPIs, ESG expectations, and dispute resolution mechanisms.
Supplier & Stakeholder Management
- Build and manage strategic relationships with critical and specialized Oil & Gas suppliers and service providers.
- Implement supplier qualification, performance management, and continuous improvement programs.
- Partner closely with Operations, Engineering, Projects, Finance, HSSE, and Legal teams.
Risk, Compliance & Governance
- Ensure procurement activities comply with industry regulations, local content requirements, sanctions, and anti‑bribery laws.
- Establish robust governance over spend authority, segregation of duties, and audit readiness.
- Identify and mitigate supply chain, geopolitical, and market risks.
Team Leadership & Capability Development
- Lead, mentor, and develop a high‑performing procurement organization across categories and geographies.
- Drive adoption of best‑in‑class procurement practices, digital tools, and data‑driven decision making.
Performance & Value Delivery
- Deliver measurable value through cost savings, cost avoidance, and productivity improvements.
- Monitor procurement KPIs such as savings realization, contract compliance, supplier performance, cycle times, and risk metrics.
Job Requirement:
- Bachelor's degree in Engineering, Supply Chain, Business, or a related discipline
- Postgraduate qualification (MBA or MSc) or professional certification (e.g. CIPS, CPSM) is strongly preferred Experience
- 15+ years of procurement or supply chain experience, with significant leadership exposure
- Proven background in the Oil & Gas industry (upstream, midstream, downstream, or integrated energy)
- Demonstrated experience managing large‑scale CAPEX and OPEX spend portfolios
- Strong exposure to EPC/EPCM contracting, technical services, and international supplier markets
- Deep understanding of Oil & Gas value chains, market dynamics, and cost drivers
- Advanced commercial, negotiation, and contract management skills
- Strong leadership, stakeholder management, and decision‑making capability
- High ethical standards and commitment to governance and compliance
- Ability to operate effectively in complex, matrixed, and multinational environments
