As the Head of Procurement, you will be the strategic leader responsible for elevating the function's impact across the Group. You will be expected to:
Strategic Leadership & Digital Modernization
- Spearhead Digital Transformation: Lead the digital modernization of procurement infrastructure, leveraging advanced technologies to enhance agility, transparency, and efficiency.
- Drive Policy and Agility: Develop, review, and enhance procurement policies and guidelines, aligning them with evolving business needs and promoting best-in-class operational agility.
- Lead Strategic Initiatives: Identify and execute high-impact strategiessuch as category management and supplier consolidationto achieve sustainable cost reduction and operational excellence.
Performance, Governance, and Value Creation
- Ensure Ethical Compliance: Champion a culture of integrity by ensuring strict adherence to ethical standards, policies, and procedures across all procurement activities.
- Manage Strategic Vendors: Systematically conduct vendor performance assessments against defined measures (including ESG alignment and innovation contribution) to drive continuous improvement and foster strategic partnerships.
- Execute Annual Plan: Develop and execute the annual procurement plan, proactively managing risks and ensuring the timely, cost-effective delivery of goods and services supporting Group's objectives.
- Cultivate Stakeholder Trust: Manage and strengthen relationships with internal and external stakeholders, ensuring procurement strategies are fully aligned with business objectives to drive synergy and long-term success.
Education & Professional Qualification
- Education: A Master's or Bachelor's Degree in Engineering, Supply Chain, Quantity Survey, Construction Project Management, Contract Management, or a related discipline.
- Certifications (Advantageous): Certification from the International Purchasing and Supply Chain Management Institute or an equivalent body.
- System Knowledge: Proven expertise and/or completion of training in major procurement systems (e.g., SAP PM/MM module, Ivalua, or other high-level ERP platforms).
Exposure & Experience
- Minimum Experience: Minimum 15 years of hands-on, progressive leadership experience in Procurement, Material Management, or Supply Chain.
- Industry Preference: Experience gained within the Power/Utility, Oil & Gas, or Engineering industries is highly valued.
- Project Scale: Demonstrated success in managing procurement for large-scale capital projects (e.g., valued at >RM 100 million), involving complex coordination with international and local parties.
