KEY RESPONSIBILITIES
- Govern the enterprise project and programme portfolio by assessing proposed investments against strategic alignment, expected value, funding, delivery capacity, dependencies and risk before recommending priorities to the appropriate decision authority.
- Establish, maintain and continuously improve the PMO governance framework, including delivery methodologies, stage gates, approval authorities, templates, assurance reviews, change control and escalation protocols.
- Lead annual and rolling portfolio planning, recommending sequencing, reprioritisation or deferral based on approved strategy, funding and organisational capacity.
- Identify and manage portfolio dependencies, constraints and resource conflicts, escalating matters that require sponsor, functional or executive decisions.
- Provide portfolio delivery assurance through health checks and stage-gate reviews and recommend recovery interventions for projects that are at risk or underperforming.
- Confirm that proposed initiatives have an approved business case, accountable sponsor, defined benefits, funding, delivery approach, resource plan, risk assessment and success measures before approval.
- Provide assurance over project closure and transition to operations, confirming acceptance, operational readiness, knowledge transfer, residual risks and accountable ownership of outstanding actions.
- Facilitate portfolio governance and delivery review forums on behalf of the designated chair, ensuring decisions, actions, owners and due dates are documented, monitored and escalated.
- Provide accurate and timely portfolio reporting to senior management on delivery health, financial performance, benefits, capacity, dependencies, risks, forecast outcomes and decisions required.
- Facilitate portfolio governance and delivery review forums on behalf of the designated chair, ensuring decisions, actions, owners and due dates are documented, monitored and escalated.
- Provide accurate and timely portfolio reporting to senior management on delivery health, financial performance, benefits, capacity, dependencies, risks, forecast outcomes and decisions required.
- Own PMO systems, portfolio data standards and reporting controls, ensuring information is complete, current, traceable and suitable for management decisions and audit review.
- Define portfolio tolerances and escalation thresholds, recommend recovery options and coordinate approved interventions for projects that are at risk, underperforming or outside approved scope, schedule, cost, quality, benefits, risk or compliance limits.
- Maintain portfolio oversight of material risks, issues and dependencies, ensuring accountable owners implement timely responses and escalating exposure beyond approved tolerances.
- Consolidate portfolio budgets, forecasts, resource capacity and vendor commitments, analyse variances and recommend corrective action or reprioritisation to the appropriate approving authority.
- Ensure projects with significant business impact have proportionate communication, change management, user adoption and stakeholder readiness plans, with progress and material risks reported through portfolio governance.
- Lead, mentor and performance-manage PMO personnel, ensuring capability development, succession planning and consistent adherence to PMO standards.
- Establish and monitor the benefits realisation framework, consolidate benefit forecasts and outcomes and escalate gaps, while accountable sponsors and business owners retain ownership of benefit delivery and return on investment.
- Monitor material delivery partner and vendor performance against project commitments, risks and dependencies, escalating contractual or commercial matters to the accountable business owner.
- Consolidate portfolio resource demand, capacity constraints and critical skill gaps, providing evidence-based recommendations to workforce owners and approving authorities.
- Embed approved AI, data and digital governance controls into the project lifecycle. Coordinate required assessments with accountable business, technical, data, security, legal and risk owners, maintain portfolio-level visibility of material risks and exceptions and escalate overdue or unacceptable exposures to the designated governance authority.
QUALIFICATIONS
1. Education
- Bachelor's degree in Information Technology, Computer Science, Engineering, Business, Project Management or a related field. A recognised project, programme or portfolio management certification is strongly preferred. Agile delivery or change management certification is an advantage.
2. Experience
- At least 10 years of progressive experience in project, programme or portfolio management, including 3 to 5 years in PMO leadership, portfolio management or senior delivery governance. Experience overseeing complex digital, technology, data or AI initiatives in a regulated, multi-entity or client-facing environment is preferred.
- Strong knowledge of portfolio governance, business-case evaluation, benefits management, delivery assurance, financial control, executive reporting and resource capacity planning.
- Strong working knowledge of predictive, agile and hybrid delivery approaches, with the judgement to select and govern methods appropriate to project risk, complexity and organisational readiness.
- Working knowledge of AI governance, data protection, cybersecurity and third-party risk sufficient to oversee project compliance, identify material portfolio exposure and coordinate escalation. Technical architecture, model development, coding, testing and operational security remain the responsibility of the relevant specialist functions.
- Strong analytical judgement and the ability to interpret portfolio trends, identify systemic causes, challenge assumptions and recommend governance or delivery interventions.
- Excellent written, verbal and executive presentation skills, with the ability to influence senior stakeholders, facilitate governance decisions and communicate portfolio implications clearly to clients and delivery teams.
