Job Description

Job Summary

To work with Commission members, the Chairman, and the CEO of MCMC to ensure effective implementation of board governance, aiming to strengthen governance practices and control mechanisms.

Job Responsibilities

  • Provide thought-effective leadership to the Secretariat and Governance team, and is responsible for all aspects of managing, supporting, and developing the team to deliver the team's strategy and objectives. This includes ensuring the team's capability and skills are constantly expanded, administering work allocation, and always ensuring appropriate staff utilization.

  • Provide effective leadership in the development of best practice, policies, and guidance on secretariat and governance aspects. Promote a partnership approach to ensure effective cooperation and working relationships between the Secretariat and Governance Department and other external and internal stakeholders.

  • Proactively manage the performance of the department's various functions, taking corrective action as necessary to ensure that agreed-upon targets and standards are met. This includes policy leadership, direction, and advice to employees in areas of responsibility and accountability to improve capabilities and meet expectations.

  • Provide substantive technical and administrative support in the Commission's and its committees meetings, as well as the Management Committee's, to ensure effective and efficient meeting procedures that support the smooth operation of the MCMC's regulatory functions.

  • Direct and lead the board governance activities to strategically improve the governance structure, processes, and capability to meet the strategic goals of MCMC.

  • Act as a governance advocate, influencing and managing stakeholder relationships whilst providing expert advice and information on board governance.

  • Develop and lead the delivery plan for the board governance policy, which is key to the successful functioning of the Commission members.

  • Work with the Sector Chiefs and Cluster Chiefs in the development of strategic plans for the Register, including engagement with government officials, industries, and the public.

  • Responsible for maintaining the register of all relevant instruments issued under the Communications and Multimedia Act 1998, Digital Signature Act 1997, and Postal Services Act 2012 that require registration under the law.

  • Develop, implement, manage, and maintain the board governance strategy, policy, systems, processes and monitor, and report on performance and compliance to enable the deliverables of its objectives within legal, statutory, and ethical obligations.

Qualifications & Work Experience

  • A degree in Law or any other field related to this role from a reputable university.
  • A member of the Malaysia Institute of Chartered Secretaries and Administrators will be an added advantage.
  • At least 12 to 15 years of experience in areas of work relevant to this role.
  • Experience in management and leadership, as well as being accustomed to working in complex be an added advantage political and governmental settings.
  • Good understanding of communications and multimedia laws.
  • Excellent communications and drafting skills.
