Job Summary

The Head of Sourcing Procurement & Outsourcing is responsible for leading and overseeing key Central Services functions, including Procurement, Outsourcing, Allianz Self Insurance Own Risk (ASIOR), and Environmental Management System (EMS). This is achieved through direct management of respective managers and teams. The role ensures strong operational execution, governance discipline, and compliance with approved policies, internal controls, and regulatory requirements. Acting as the senior execution and assurance layer within Central Services, the position supports the Head of Central Services by driving service performance, risk awareness, and audit readiness across all managed functions.

Job Responsibilities

  • Provide leadership and oversight for all Central Services functions except for FMGA.
  • Ensure compliance with organizational policies and regulatory requirements.
  • Develop and implement operational strategies to improve efficiency.
  • Manage budgets and resource allocation across departments.
  • Act as second-in-command and assume leadership responsibilities in the absence of the Head of Central Services.
  • Coordinate cross-functional projects and initiatives.
  • Mentor and develop team members for succession planning.
  • Set clear objectives, priorities, and performance expectations aligned with Central Services goals.
  • Foster a strong culture of accountability, compliance, and service excellence.

Procurement & Sourcing Leadership (Execution & Governance)

  • Lead and oversee end-to-end procurement execution activities across Central Services.
  • Ensure RFQ/RFP processes, vendor selection, and contract awards are conducted in accordance with approved procurement policies.
  • Oversee contract lifecycle management, renewals, and commercial compliance.
  • Drive cost optimization, value-for-money outcomes, and spend discipline.
  • Escalate material procurement risks, exceptions, or breaches appropriately.

Outsourcing & Vendor Governance

  • Lead the outsourcing function to ensure effective governance of outsourced service providers.
  • Oversee SLA performance, service quality, and vendor issue management.
  • Ensure outsourcing arrangements comply with internal governance and regulatory expectations.
  • Support TPRM requirements through proper documentation, assessments, and remediation tracking.
  • Act as escalation authority for vendor performance and service failures.

ASIOR & EMS Management

  • Provide management oversight for ASIOR and EMS functions, ensuring operational readiness and compliance.
  • Ensure timely and accurate reporting, documentation, and audit preparedness.
  • Coordinate responses to internal and external audits, reviews, and regulatory queries.
  • Monitor control effectiveness and remediation of identified gaps.
  • Align ASIOR and EMS activities with Central Services and enterprise risk frameworks.

Governance, Risk & Control Oversight

  • Ensure strong internal controls, segregation of duties, and policy compliance across all managed functions.
  • Identify operational risks and control gaps and escalate issues where required.
  • Support risk assessments, audits, and management reviews within scope.
  • Maintain clear audit trails and management reporting.
