Job Summary
We are seeking a visionary, highly collaborative, and compliance-focused Head of Technology PMO to steer the delivery of our critical IT project portfolios. In this role, you will lead a high-performing team of Project Manager, Partnership Manager and Release Manager, translating our bank's strategic ambitions into robust, actionable technology roadmaps. You will act as the core bridge between tech delivery and executive leadership, ensuring that our large-scale infrastructure, application, and digital transformation initiatives are delivered on time, within budget, and in strict compliance with Bank Negara Malaysia (BNM) regulations.
Job Responsibilities
1. Strategic Leadership, Delivery & Agile Transformation
- Team Leadership: Lead, mentor, and scale a high-performing team of Tech Project Manager, Partnership Manager, and Release Manager. Establish an inclusive culture of knowledge-sharing and continuous skill development.
- Ways of Working: Drive Agile transformation initiatives to uplift organizational delivery maturity and modern ways of working across the Technology division.
- Release Coordination: Coordinate release management processes to ensure the smooth, reliable, and secure deployment of updates and new features.
- Project Tracking: Maintain and track project progress, backlogs, and documentation using Jira and Confluence to ensure transparency and team alignment.
2. Governance, Compliance & Risk Management
- Framework Design: Establish and continuously refine robust PMO frameworks (Agile, Waterfall, Hybrid) tailored for a regulated banking environment.
- Risk Mitigation: Establish and maintain strict project governance, including risks, issues, and dependency management frameworks to proactively identify and resolve project roadblocks.
- Regulatory Alignment: Ensure all project delivery and technology operations strictly comply with internal bank policies and Bank Negara Malaysia (BNM) regulatory requirements, specifically Risk Management in Technology (RMiT), while facilitating seamless engagement with internal and external auditors.
- Business Resilience: Oversee Disaster Recovery (DR) testing activities to ensure total alignment with Business Continuity Management (BCM) standards and regulatory mandates.
3. Strategic Reporting & Stakeholder Management
- C-Suite Engagement: Partner closely with executive stakeholders, business unit heads, and the Technology Project Steering Management Committee. Drive PSC meetings and reporting to provide high-level visibility on all major and critical technology portfolios to secure organizational buy-in.
- Vendor Operations: Manage key technology vendor partnerships and external tech partners, ensuring technology investments align with business objectives and that service level agreements (SLAs) and performance standards are met.
4. Financial & Performance Optimization
- Fiscal Oversight: Oversee capital project budgets and the broader Technology Division budget, ensuring strict fiscal discipline, accurate forecasting, and optimized resource allocation strategies.
- Performance Culture: Drive OKR (Objectives and Key Results) performance management, tracking, and facilitation within the Technology division to maintain alignment with the bank's strategic goals.
Job Requirements
- Education: Bachelor's or Master's degree in Computer Science, Business Information Systems, Information Technology, or a related discipline.
- Experience: Minimum of 8–10+ years of hands-on experience in technology project management, with at least 3–5 years leading a PMO structure within a bank, digital bank, or large financial institution.
- Certifications: PMP, PRINCE2, Agile/Scrum Master, or related PMO governance credentials are highly preferred.
- Soft Skills: Exceptional negotiation and influencing skills across all corporate levels. A resilient, adaptable leader who thrives in a fast-paced, complex environment.

- Tooling & Collaboration Proficiency: Proficiency in the administration, ownership, and configuration of Jira and Confluence, leveraging these platforms to drive seamless project tracking, automated reporting, and robust knowledge management.
