Job Description

Role Objective:

To implement, monitor, and continuously improve Health, Safety and Environment (HSE) systems by ensuring compliance with legal and company requirements, strengthening safety culture, and supporting operational teams in risk control and incident prevention.

Job Scopes:

  • Support operations in ensuring compliance with HSE requirements, procedures, and legal regulations among employees, contractors and visitors.
  • Implement and monitor HSE plan to ensure effective execution and compliance.
  • Identify hazards, unsafe acts and conditions, and ensure corrective, preventive, and risk containment measures are implemented and closed.
  • Conduct regular site inspections and walkabouts to maintain safe work practices and immediate risk control.
  • Participate in safety meetings, JHA, risk assessments, and incident investigations, including ensuring CAPA and risk containment actions are effectively closed.
  • Promote risk awareness, Behaviour-Based Safety programmes, Risk Containment practices, CARE Card, and HSE campaigns to strengthen safety culture.
  • Monitor CARE Card and Risk Containment Audit activities to ensure timely follow-up and closure.
  • Ensure all incidents and near misses are reported, recorded, and controlled to prevent recurrence.
  • Verify workplace inspections and ensure HSE documents (JHA, SWP, procedures) are updated and implemented.
  • Monitor compliance with PPE requirements and safe work practices.
  • Ensure inspection and maintenance of fire-fighting equipment, machinery, and vehicles are conducted and all risks are properly controlled.
  • Conduct HSE induction, training, toolbox talks, and safety briefings.
  • Coordinate HSE activities, maintain records, and prepare reports for management and HSE Committee.
  • Coordinate industrial hygiene and third-party monitoring activities and follow up on risk control recommendations.
  • Ensure compliance with OSH Act 1994, EQA 1974 and other applicable regulations including statutory reporting.
  • Liaise with authorities, clients, and contractors on HSE matters.
  • Supervise and support HSE Supervisors and provide guidance to operational teams. Ensure compliance with HSE legal requirements, company procedures, and ISO 45001 & ISO 14001 standards.
  • Monitor HSE performance and ensure all corrective, preventive, and risk containment actions are implemented and closed.
  • Identify non-conformities and ensure timely reporting and follow-up actions.
  • Stop or intervene in any unsafe work or condition that poses immediate risk to people, property, or environment.
  • Ensure all incidents, near misses, and unsafe conditions are reported, investigated, and controlled to prevent recurrence.
  • Verify that inspections, audits, and monitoring activities are conducted and findings are properly closed.
  • Ensure HSE records, reports, and data are accurate and maintained for analysis and reporting.
  • Provide advice and guidance to supervisors, workers, and contractors on HSE matters.
  • Support implementation and continuous improvement of HSE systems and programmes.

Requirements:

  • Diploma or Degree in Occupational Safety & Health, Engineering, Environmental, or related field.
  • Registered Safety and Health Officer (Green Book Holder) with DOSH Malaysia.
  • Certification in ISO 45001, ISO 14001 or HSE-related trainings an added advantage.
  • Minimum 56 years of working experience in Health, Safety and Environment (HSE) roles.
  • Experience working in manufacturing, construction or oil & gas environment is preferred.
  • Hands-on experience in incident investigation, risk assessment, inspections and HSE programme implementation.
  • Experience in handling regulatory compliance and dealing with authorities such as DOSH, DOE, and BOMBA is an advantage.
