Job Description

Safety and Health Officer (SHO)

We are seeking a proactive and experienced Safety and Health Officer to manage workplace safety, health, and environmental compliance within our manufacturing or industrial operations. The successful candidate will identify risks, implement preventive measures, promote a strong safety culture, and ensure compliance with applicable regulatory and company requirements.

Key Responsibilities

Regulatory Compliance and Policy Management

  • Ensure compliance with applicable occupational safety, health, environmental, and legal requirements.
  • Coordinate regulatory matters and inspections involving DOSH, DOE, BOMBA, and other relevant authorities.
  • Support the implementation and maintenance of ISO 45001, ISO 14001, and other applicable management systems.
  • Draft, review, and update safety manuals, policies, procedures, and work instructions.
  • Monitor regulatory developments and recommend necessary compliance improvements.

Risk Management and Workplace Inspections

  • Conduct regular workplace inspections, HIRARC assessments, Job Safety Analyses, and other risk assessments.
  • Identify workplace hazards and implement appropriate control and preventive measures.
  • Monitor compliance with Permit to Work, Lockout/Tagout, chemical safety, PPE, and machinery-safety requirements.
  • Ensure safety equipment and PPE are available, properly maintained, and correctly used.
  • Monitor scheduled-waste management and reporting through eSWIS.

Incident Investigation and Corrective Action

  • Lead investigations into accidents, near misses, environmental incidents, and unsafe practices.
  • Perform root-cause analyses using tools such as the 5 Whys and Fishbone Diagram.
  • Prepare detailed investigation reports and recommend corrective and preventive actions.
  • Monitor CAPA implementation and verify the effectiveness of completed actions.
  • Report spills, leaks, incidents, and non-compliance without delay.

Training and Safety Culture

  • Plan and conduct safety inductions, training programmes, toolbox briefings, and awareness workshops.
  • Coordinate Safety and Health Committee meetings and follow-up actions.
  • Promote employee participation, accountability, and transparent reporting of hazards and incidents.
  • Provide advice and guidance to employees, supervisors, and management on safety-related matters.
  • Participate in environmental awareness and training programmes.

Emergency Preparedness

  • Develop, implement, review, and test emergency response plans.
  • Coordinate emergency drills involving fire, chemical spills, and other potential emergencies.
  • Liaise with internal emergency-response teams and relevant external authorities.
  • Ensure emergency equipment, procedures, and contact information remain current and accessible.

Reporting and Administrative Support

  • Maintain accurate records of inspections, audits, incidents, training, risk assessments, and regulatory activities.
  • Prepare safety performance reports, forecasts, analytical findings, trends, and statistics for management review.
  • Coordinate daily safety-related assignments to minimise disruption to operations.
  • Support internal and external audits and ensure identified findings are closed promptly.
  • Perform other related or ad-hoc duties assigned by the immediate superior.

Qualifications

  • Bachelor's degree in Occupational Safety and Health, Environmental Health and Safety, Industrial Safety, or a related discipline.
  • Possess a valid Green Book or recognised Safety and Health Officer registration with DOSH. A relevant Certificate or Diploma in Occupational Safety and Health that meets applicable requirements may also be considered.
  • Familiarity with ISO 45001, ISO 14001, and other relevant safety and environmental management standards.

Experience

  • At least two to three years of HSE experience in a manufacturing or industrial environment.
  • Strong working knowledge of DOSH requirements, machinery inspections, and eSWIS scheduled-waste management.
  • Experience in incident investigations, safety audits, emergency drills, regulatory inspections, and Safety and Health Committee activities.
  • Practical experience implementing and monitoring PPE compliance, Permit to Work, LOTO, chemical safety, and other safety programmes.
  • Experience in CAPA implementation and emergency-response coordination is preferred.

Skills and Competencies

  • Strong hazard-identification, risk-assessment, and mitigation skills.
  • Knowledge of emergency response, chemical safety, fire safety, and root-cause analysis.
  • Strong written and verbal communication skills in English.
  • Good reporting, documentation, and presentation abilities.
  • Proficient in Microsoft Office for safety-data tracking and reporting.
  • Strong interpersonal skills, integrity, and attention to detail.
  • Able to work independently and collaborate effectively with employees at all levels.

Key Authority

The Safety and Health Officer is authorised to:

  • Stop any unsafe work, equipment operation, or site activity that poses a safety, health, environmental, or compliance risk.
  • Review safety documents, including PTW, HIRARC, risk assessments, JSAs, and incident reports.
  • Highlight non-compliance and require appropriate corrective or preventive action.
  • Coordinate with DOSH, DOE, BOMBA, and other authorities during inspections.
  • Monitor the implementation of regulatory actions and safety improvements.
  • Report incidents, environmental risks, and non-compliance immediately.
