Job Description

Job Summary

We are looking for an experienced HR Team Lead / HR Manager to oversee and drive the overall HR operations within the holding company group.

This role is focused on leading and managing the HR function, particularly in KPI management, recruitment strategy, employee counselling, and workforce performance improvement. The candidate will be responsible for setting, driving, and monitoring KPIs across departments while ensuring recruitment and employee management processes are properly executed by the HR team.

Although payroll processing and HR documentation will be handled by supporting HR personnel, the candidate must possess strong HR operational knowledge and be capable of overseeing the overall HR operation and compliance.

Key Responsibilities

KPI Management & Performance Driving

  1. Work closely with management and department heads to develop, implement, and drive employee KPIs across departments.
  2. Monitor staff performance and ensure KPI achievement aligns with company objectives.
  3. Support performance review discussions and workforce improvement initiatives.
  4. Provide recommendations to management on performance-related matters.

Recruitment & Workforce Planning

  1. Lead and manage recruitment activities for both office and operational roles.
  2. Work with department heads on manpower planning and hiring requirements.
  3. Ensure recruitment processes are efficient and aligned with business growth plans.
  4. Monitor recruitment progress and workforce allocation across the holding company.

Employee Counselling & Relations

  1. Conduct employee counselling sessions and support staff engagement initiatives.
  2. Handle employee relations matters, workplace concerns, and disciplinary discussions when required.
  3. Support management in maintaining a healthy and productive working environment.

HR Operations Oversight

  1. Oversee and coordinate daily HR operations across the holding company.
  2. Supervise HR team members handling payroll, documentation, and HR administration.
  3. Ensure HR policies, SOPs, and processes are properly implemented and standardized.

Payroll & HR Compliance Oversight

  1. Oversee payroll and statutory processes handled by the HR team.
  2. Ensure compliance with Malaysian labour laws and statutory requirements including EPF, SOCSO, EIS, and income tax.
  3. Candidate is not required to process payroll personally on a daily basis but must understand the overall payroll and compliance workflow.

HR Administration Oversight

  1. Ensure HR documentation such as offer letters, confirmation letters, warning letters, and internal memos are properly managed.
  2. Maintain proper HR records and documentation standards.

Management & Operational Support

  1. Act as the HR liaison between management and departments on HR operational matters.
  2. Provide HR-related recommendations and continuous improvement initiatives to management.

Ad-hoc Duties

  1. Support any additional HR or administrative tasks assigned by management.

Requirements

  1. Degree in Human Resources, Business Administration, or related fields (or equivalent experience).
  2. Minimum 5 years of relevant HR experience, preferably in SME, trading, or multi-company environment.
  3. Experience leading or overseeing HR operations and HR team members.
  4. Strong experience in KPI setting, performance management, recruitment management, and employee counselling.
  5. Strong knowledge of Malaysian employment laws and statutory compliance.
  6. Must understand payroll operations, statutory submissions, and HR documentation processes.
  7. Experience managing operational/blue-collar workforce is an advantage.
  8. Able to work independently and interact with management-level stakeholders.
  9. Strong leadership, communication, problem-solving, and interpersonal skills.
