HSE & Security Manager

Location: Shah Alam, Selangor

The HSE & Security Manager is responsible for leading all Health, Safety, Environment (HSE) and Physical Security functions for our warehouse in Shah Alam. This new role ensures compliance with local legislation, corporate standards, ISO management systems, TAPA FSR requirements, and customer security standards while fostering a strong safety culture and maintaining a secure operating environment.

The incumbent will work closely with Operations, Facilities, HR, APAC Security, customers, contractors, and regulatory authorities to continuously improve safety performance, operational compliance, and site security.

Key Responsibilities

Health, Safety & Environment (HSE):

• Lead and manage all HSE activities to ensure compliance with Malaysian statutory requirements, company policies, ISO 45001, ISO 14001 and customer requirements.
• Develop, implement and continuously improve the site's HSE Management System.
• Conduct workplace risk assessments, Job Safety Analysis (JSA) and Management of Change (MOC) processes to identify and mitigate operational risks.
• Perform routine HSE inspections, audits and workplace observations to ensure ongoing compliance.
• Lead investigations for workplace incidents, accidents and near misses, identify root causes and implement effective corrective and preventive actions.
• Ensure timely regulatory reporting and maintain accurate HSE documentation and records.
• Develop and coordinate emergency preparedness plans, evacuation drills and business continuity exercises.
• Promote a proactive safety culture through employee engagement, coaching, toolbox talks and awareness programmes.
• Monitor HSE performance indicators, analyse trends and recommend continuous improvement initiatives.
• Lead environmental sustainability initiatives focusing on waste management, pollution prevention and resource efficiency.
• Provide HSE guidance and support to operations, contractors and stakeholders.

Security Management:

• Functionally report to the APAC Security Team for security governance, direction and compliance.
• Manage all physical security operations for the Shah Alam site.
• Establish, implement and maintain TAPA FSR certification and customer physical security standards.
• Manage security systems including CCTV, Access Control System (ACS), Intrusion Detection System (IDS), Visitor Management System (VMS) and other electronic security solutions.
• Oversee outsourced security guard operations, including guard deployment, performance management and post orders.
• Develop, review and update the Site Security Plan and security procedures based on risk assessments and compliance requirements.
• Conduct annual security risk assessments and implement mitigation measures.
• Plan and coordinate security emergency response exercises and drills.
• Lead investigations into security incidents, theft, loss, unauthorised access and other security breaches, ensuring appropriate corrective actions are implemented.
• Manage APAC Security audits, customer security audits and regulatory inspections.
• Maintain security compliance documentation and manage Group Security Portal applications.
• Develop security KPIs and monitor security performance against corporate and customer standards.
• Conduct security awareness training for employees, contractors and visitors.
• Work closely with law enforcement agencies and external stakeholders when required.

Qualifications, Skills and Experience Required

• Bachelor's Degree or Diploma in Occupational Safety & Health, Environmental Management, Security Management or a related discipline.
• Professional certification such as SHO (DOSH Green Book), NEBOSH, IOSH or equivalent is an added advantage.
• TAPA FSR certification or practical implementation experience is preferred.
• Minimum 5 years of experience in HSE and/or Security Management within logistics, warehousing, manufacturing or supply chain operations.
• Proven experience managing ISO 45001 and ISO 14001 management systems.
• Experience leading security operations including TAPA FSR implementation and physical security management.
• Experience conducting audits, inspections, investigations and risk assessments.
• Experience managing outsourced security service providers and emergency response programmes.
• Willingness and ability to travel regularly between Shah Alam and Senai, Johor Bahru, as required.
