Safety Accountabilities:
- ensuring all appropriate actions are taken to implement Health and Safety expectations and procedures and legislative requirements on the project, drilling, production operations;
- monitoring safety performance within area of responsibility;
- demonstrating commitment to safety through leadership and participating in safety initiatives;
- ensuring all staff and contractors are appropriately trained to required safety standards and comply with implemented safety procedures
Scheduling Accountabilities:
- Prepare an HSE Plan and schedule that integrates into the overall project schedule.
- Monitor and facilitate the closing of HSE plan actions according to agreed schedule.
- Prepare a schedule for EMT trainings/handover and HSE Committee Meeting.
Technical Accountabilities:
- Prepare the IMT to response to emergencies and to manage all the related ICC equipment to ensure readiness during emergencies.
- Review, update and modification of DRSB's project, drilling and operations specific Safe Systems of Work (SSOW) procedures (e.g. Permit to Work System, risk assessment etc).
- Review and update, when required, current DRSB project, drilling JSA's and risk assessments.
- Review and recommend improvements to DRSB project and facilities SIMOPS activities, procedures and practices. Update and prepare procedures as required.
- Assist in preparation of projects/drilling/facilities SISO, SIMOPS Matrix of Permitted Operations (MOPO).
- Carry out training on DRSB project/drilling/facilities HSE standards and practices for all relevant staff as required.
- Interface between the project, drilling, engineering and production operations departments to provide assistance on implementation and close out of common HSE actions (as required).
- Review and discuss all HSE incidents, findings and action plans with DRSB project/drilling/production operations offshore personnel and relevant 3rd party contractors as required.
- Provide direct mentoring and coaching offshore to HSE Reps.
- Assist in implementation/preparation of specific HSE workshops as required.
- Assist in developing HSE communication, training and awareness through various multimedia systems and posters/newsletters/bulletins
- Assist all DRSB staff offshore in implementing the Stop Work policy.
- Participate in technical and management audits of 3rd party service providers as required.
- Prepare management reports as required.
- Participate in HSE investigations and prepare incident investigation reports as required (including root cause analysis).
- Participate in PETRONAS MPM scheduled PAC's HSE meetings
Requirement:
- A bachelor's degree in safety, health, technical, scientific or related engineering field from an accredited university.
- Four to five years of relevant experience in the oil/ gas industry.
- Experience on offshore oil/gas projects and operations preferred.
- Has clearly demonstrated strong HSE competence.
- Ability to work within a diverse cultural environment.
- Demonstrated interpersonal/ teambuilding skills.
- Strong written and oral communication skills.
- Some exposure to Design Safety experience in offshore facilities projects.
- Has previously been exposed to Safety Cases, HAZOPs, HAZIDs etc.
