Job Description

ROLE OVERVIEW

The HSE Officer / Supervisor is responsible for implementing and enforcing health, safety, and environmental standards on the Kimanis power plant construction site. The role ensures full compliance with DOSH regulations and client requirements throughout the EPC project lifecycle.

KEY RESPONSIBILITIES

•     Conduct and lead daily toolbox talks, safety briefings, and site inductions for all site personnel.

•     Develop, review, and implement HIRARC (Hazard Identification, Risk Assessment & Risk Control) for site activities.

•     Manage and control the Permit to Work (PTW) system in line with project requirements.

•     Monitor site HSE compliance and conduct regular site inspections and audits.

•     Investigate incidents, near-misses, and unsafe conditions; prepare and submit incident reports.

•     Liaise with DOSH, client, and main contractor on all HSE-related matters.

•     Ensure all statutory and regulatory requirements (OSHA 1994, FMA, DOSH) are met on site.

•     Maintain HSE documentation including inspection records, audit reports, and safety statistics.

•     Coordinate emergency response procedures and drills on site.

•     Monitor sub-contractor HSE performance and enforce compliance.

REQUIREMENTS

Education & Certification

•     Diploma or Degree in Occupational Safety & Health, Engineering, or related field.

•     Valid SHO (Safety & Health Officer) registration with DOSH Malaysia — preferred.

•     NEBOSH, NIOSH, or equivalent safety certification is an advantage.

•     Green Card / CIDB certification preferred.

Experience

•     Minimum 3–5 years of site-based HSE experience.

•     Experience in EPC, power plant, O&G, petrochemical, or heavy civil/infrastructure projects — strongly preferred.

•     Hands-on experience with HIRARC, PTW, toolbox talks, and DOSH compliance.

•     Prior exposure to power plant or Kimanis O&G terminal environment is an advantage.

Skills & Attributes

•     Strong command of site safety protocols and DOSH regulatory framework.

•     Ability to communicate effectively with site workers, subcontractors, and management.

•     Proficient in preparing HSE reports, incident reports, and safety statistics.

•     Proactive, firm, and detail-oriented in enforcing safety standards on site.

•     Willing to be based at Kimanis site — local Sabah candidates strongly preferred.
