Job Description

Lead the Health, Safety, Security & Environmental agenda across DP World's port, terminal, and construction operations in Sabah. In this role you'll set the HSSE strategy, drive a proactive safety culture, and partner across Operations, Engineering, and Contractor teams to keep our people, assets, and the environment protected — while enabling business continuity and operational excellence.

Key Accountabilities

  • Provide leadership and strategic direction for the site's HSSE function, ensuring alignment with DP World Group HSSE Standards, Malaysian statutory requirements, and business objectives.
  • Lead the implementation and continual improvement of the HSSE Management System (HSEMS), keeping policies, risk assessments, emergency response plans, and compliance obligations effective and current.
  • Develop and execute the annual HSSE strategy, inspection programmes, training plans, and improvement initiatives to embed a proactive safety culture across the site.
  • Own the DP World GHSE Application at site level, ensuring timely incident reporting, quality investigations, action closure, data integrity, and accurate performance reporting.
  • Lead, coach, and develop the HSSE team, driving clear accountability, competency development, and succession planning.
  • Partner with Operations, Engineering, Marine, Commercial, Security, contractors, and regulatory authorities to identify, assess, and control HSSE risks across terminal operations and projects.
  • Lead investigations into Serious Incidents and High Potential Events, ensuring robust root cause analysis, corrective actions, and prevention of recurrence.
  • Monitor contractor and high-risk third-party activities, enforcing permit-to-work systems and statutory compliance, and prepare HSSE performance reports and executive updates for senior leadership.

Qualifications, Skills and Experience

  • Bachelor's degree in Occupational Health and Safety, Environmental Science, Engineering, or a related field.
  • Minimum 10 years of HSSE experience, preferably within ports, terminals, logistics, marine, heavy industry, oil & gas, mining, offshore, or large industrial operations.
  • Minimum 5 years in a supervisory or management position, including managing a team of HSSE personnel.
  • Proven experience conducting serious incident investigations and implementing HSSE management systems.
  • Demonstrated leadership skills with the ability to influence and drive cultural change.
  • Excellent verbal and written communication skills across diverse stakeholders.
  • Proficiency in safety management software and Microsoft Office applications.
  • Business proficiency in English; Bahasa Malaysia an advantage.
