Job Title: HSSE Officer
Employment Type: 6-months fixed term contract
Location: Sg.Petani, Kedah, Malaysia
Job Summary
The primary purpose of this role is to protect people, the environment, and the project by ensuring safe, compliant, and responsible execution of construction works. The HSE Officer provides assurance to management that HSSE and ESMS risks are identified, controlled, and continuously improved, while also supporting smooth project delivery through effective reporting, audits, coordination with site teams, and alignment with headquarters QHSSE standards.
Key Responsibilities
- Supervise and co-ordinate all aspects of Health, Safety, Security and Environmental (HSSE) and Environmental & Social Management System (ESMS) activities conducted by the EPC Contractor;
- Enforcing all aspects of HSSE & ESMS rules and regulations onto the EPC Contractor, and provide technical support to ib vogt's site teams on all HSE aspects and issues;
- Ensure all ib vogt GmbH's standard rules and guidelines on HSSE & ESMS are made known to the EPC Contractor and to be followed and implemented accordingly;
- Review all documentation related to HSSE and ESMS submitted by EPC Contractor, and propose appropriate measures or revisions if required;
- Arrange meetings, routine check-ups and audits on the HSSE and ESMS measures on site and represent the Project Owner in meetings for all HSSE and ESMS related issues;
- Logistics, material acceptance and material handover to the contractors;
- Ensure compliance by the EPC Contractor on all HSE, ESMS as per authorities regulatory acts and safety procedures, including enforcement of all mandatory safety measures;
- Prepare periodic progress reports on all HSSE and ESMS activities on site and to provide advice the management on any breach of HSE and EMP regulations and propose appropriate measures to the management to alleviate HSSE and ESMS problems at site;
- Prepare periodic progress reports on all civil installation activities, civil QAQC reports and advise the management on the possible solutions to any civil construction issue on site;
- Actively participate in communication and alignment with ib vogt's QHSSE department in Germany headquarters on HSE standards, feedback about EPC Contractor's performance with regard to HSSE and ESMS matters and potential measures and/or solutions.
- Co-ordinate with fellow members of ib vogt personnel in monitoring the construction activities on site;
- Identification and management of risks and chances during construction;
- All tasks related to solar plant construction works;
Qualificationsand Skills
- Bachelor's Degree or Diploma in Health and Safety or in Engineering field;
- 5 years of revelant experience in Construction projects, experience in Solar PV construction will be added advantage.
- Excellent interpersonal and communication skills;
- Well verse in Computer Skills i.e Microsoft Office, Cloud Sharepoint and etc related to the job description;
- Ability to problem solve and manage conflicts;
- Ability to work independently and as a team member;
- Excellent networking, leadership, negotiation and time management skills;
- Must posses Greenbook Certificate from DOSH Malaysia.
