Role Description

The HR Manager is responsible for overseeing the full spectrum of Human Resource functions with primary focus on Talent Acquisition and workforce planning to support company growth. As a standalone HR personnel, this role requires hands-on execution in recruitment, employee relations, policy implementation, performance management, and HR administration.

The role allocation is approximately:

  • 60% Talent Acquisition & Workforce Planning
  • 40% General HR Operations & Strategic HR Functions

A. Talent Acquisition & Recruitment (60%)

1. Recruitment & Hiring

Lead full-cycle recruitment process from manpower requisition to onboarding

Source candidates through job portals, social media, referrals, and networking

Conduct candidate screening, interviews, and evaluation

Coordinate interviews with HODs and management

Prepare offer letters and manage salary proposals

2. Workforce Planning

Work closely with department heads to understand hiring needs

Develop manpower planning strategies aligned with business expansion

Monitor hiring budget and recruitment costs

3. Employer Branding

Strengthen company employer branding across recruitment platforms

Manage company recruitment presence on platforms such as JobStreet, LinkedIn, Indeed, etc.

Improve candidate experience and recruitment process efficiency

5. Onboarding & Probation Management

Conduct onboarding briefing and orientation

Ensure proper documentation submission from new hires

Monitor probation performance review process

B. General HR Functions (40%)

1. Employee Relations

Handle staff disciplinary matters, counseling, and grievances

Draft warning letters, show cause letters, and HR memos

Maintain positive working culture and communication

2. HR Operations & Administration

Maintain employee records and HR documentation

Ensure proper leave, attendance, and payroll coordination

Monitor staff confirmation, contract renewal, and resignation process

3. Policy & SOP Management

Develop and improve HR policies and SOPs

Ensure compliance with company policies and labor regulations

Communicate HR policies effectively to employees

4. Performance Management

Coordinate KPI and appraisal process

Support department heads in performance evaluation

Monitor staff productivity and improvement plans

5. Compliance & Industrial Relations

Ensure compliance with Malaysia Employment Act and statutory requirements

Liaise with government bodies if necessary (e.g., JTK, KWSP, PERKESO, HRD Corp)

6. HR Reporting

Prepare HR reports including:

Headcount report

Turnover analysis

Recruitment report

Attendance and disciplinary trends

Qualifications

  • Strong knowledge of HR policies, procedures, labor laws, and compliance requirements.
  • Proficiency in talent acquisition, recruitment strategies, and workforce planning.
  • Experience with payroll processing, benefits administration, and HRIS systems.
  • Skills in employee engagement, conflict resolution, and fostering a positive work environment.
  • Demonstrated ability to develop and implement training and professional development programs.
  • Excellent communication, leadership, and problem-solving skills.
  • Bachelor's degree in Human Resource Management, Business Administration, or a related field.
  • HR certifications or professional memberships are considered an asset.
  • Able to work fully on-site
