Role Summary
Lead a team delivering end-to-end immigration compliance and licensing services, including employment passes, professional visit passes, and a wide range of industry-specific licenses such as Manufacturing License, CIDB License, WRT License, and other sectoral permits. Act as primary client contact, manage complex escalations, and build relationships with Malaysian authorities, ensuring quality, speed, and compliance. Additionally, take ownership and lead the preparation in Requests for Proposal (RFP), tenders, and fee quotes for client engagements.
Key Responsibilities
- Manage a diverse portfolio of corporate clients; set clear SLAs, monitor KPIs and dashboards, and ensure consistent delivery that meets the Firm's service, quality, and compliance standards.
- Work closely with the Partner and Director on RFP responses, preparation of proposals, tender submissions, and development of competitive fee quotes based on scope, complexity, and regulatory requirements.
- Provide immigration and licensing advisory across sectors while ensuring alignment with client objectives, regulatory frameworks, and local authority requirements.
- Maintain strong working relationships with key regulators including the Immigration Department, ESD, MDEC, MIDA/MITI (Manufacturing License), CIDB (Construction), and MDTCC (WRT), ensuring smooth engagement and issue resolution.
- Keep abreast of evolving regulatory policies, circulars, system changes, and sector‑specific requirements; provide timely internal updates and escalate material impacts to Management.
- Support consultants in resolving client queries, case delays, or issues arising from regulatory changes, system updates, or authority‑driven clarifications.
- Oversee the full lifecycle of immigration and licensing applications—including eligibility assessment, documentation review, drafting, submissions, follow‑ups, renewals, and invoicing—while ensuring compliance with sectoral regulations and maintaining high application accuracy.
- Enforce operational discipline through case management protocols, system hygiene, proper documentation practices, and consistent turnaround time controls.
- Coach and supervise consultants; review casework quality; conduct training on regulations, client SOPs, and best practices; participate in regional/global initiatives, process improvement projects, and business development activities.
Qualifications & Experience
- Bachelor's degree in Human Resource, Corporate Governance, Company Secretarial, Business, Legal or any other similar course.
- Compulsory to have working experience in the same capacity, prefer5–8+ years in immigration/global mobility with deep knowledge of Malaysia immigration legislation, policy, and procedure; proven team leadership.
- Demonstrated experience in preparing RFPs, submitting tenders, and fee quotes.
- Added advantage: Experience handling Manufacturing License, CIDB License, WRT License, and other industry-specific permits.
- Proficiency in Chinese language is an added advantage to liaise with Mandarin speaking clients.
- Strong stakeholder management and communication skills; ability to manage complex portfolios and regulatory relationships.
