JOB DESCRIPTION – INSPECTOR OF WORKS (IOW)

Position Summary:
Meinhardt EPCM is seeking a qualified and registered Inspector of Works (IOW) to provide full-time site supervision for a major industrial brownfield project within a live operating facility.
The IOW will monitor construction activities, verify compliance with approved drawings and specifications, maintain complete inspection records, and coordinate works involving existing operations, shutdowns, tie-ins and multiple contractor interfaces.
Key Responsibilities:
• Provide full-time supervision of assigned construction activities and work fronts.
• Verify that works comply with approved IFC drawings, specifications, method statements, Inspection and Test Plans (ITPs), statutory requirements and contract quality standards.
• Inspect materials delivered to site and confirm that they match approved material submissions, certificates and project requirements.
• Attend and record hold-point, witness-point and surveillance inspections.
• Review Work Inspection Requests (WIRs) and maintain clear, traceable inspection records.
• Identify defective or non-compliant work and immediately recommend the issuance of Site Observation Reports or Non-Conformance Reports.
• Ensure concealed work is not covered before the required inspection and acceptance.
• Monitor workmanship, construction sequencing, testing activities and contractor compliance with approved procedures.
• Check the latest approved drawings and revisions before allowing work to proceed.
• Coordinate site interfaces among the main contractor, specialist contractors, consultants, vendors and facility operations team.
• Monitor brownfield activities involving shutdowns, isolations, LOTO, tie-ins, temporary works and simultaneous operations.
• Attend daily coordination, progress, quality and technical meetings when required.
• Maintain daily site records covering manpower, equipment, activities, inspections, delays, constraints, weather and site instructions.
• Support testing, commissioning, defect rectification, as-built verification and handover documentation.
• Escalate unsafe work, unauthorised changes, design conflicts and work proceeding without approved documents.
• Perform other site supervision duties assigned by the Construction Manager or Resident Engineer.
Authority and Accountability
The IOW shall:
• Stop and immediately escalate work that is unsafe, non-compliant or proceeding without the required approved documents or inspection clearance.
• Reject defective materials and workmanship from the inspection process.
• Maintain independent, accurate and contemporaneous inspection records.
• Not approve design changes, variations, substitutions or departures from approved documents without formal consultant review and written instruction.
Minimum Requirements:
• Diploma or degree in the relevant architectural, civil, structural, mechanical, electrical or building-services discipline.
• Valid Inspector of Works registration with the applicable professional authority.
• Valid CIDB Construction Personnel Registration Card and safety induction credentials.
• Minimum three to five years of relevant construction-site supervision experience.
• Strong knowledge of construction drawings, specifications, method statements, ITPs, WIRs, material submissions and NCR procedures.
• Ability to prepare clear site reports, inspection records and photographic evidence.
• Familiarity with Malaysian statutory, safety and construction requirements.
• Able to communicate effectively with contractors, consultants, vendors and client representatives.
• Proficient in Microsoft Office and digital construction-document platforms.
Preferred Experience:
• Industrial, manufacturing, food-and-beverage, brewery or process-facility projects.
• Brownfield construction within a live operating environment.
• Shutdowns, isolations, LOTO, tie-ins and SIMOPS coordination.
• Testing, commissioning, authority inspections and CCC-related documentation.
