About the Role
The Lead HSE holds a key technical role responsible for overseeing Health, Safety, and Environmental (HSE) performance across operational activities within the organization. The role leads HSE strategies, guides and mentors teams, advises management on safety and environmental matters, promotes a strong safety culture, and ensures operational risks are effectively managed, regulatory requirements are met, and HSE systems are continuously improved in line with company and industry standards.
Responsibilities
HSE Leadership & Governance
- Provide functional leadership for Operational HSE activities across assigned rigs, projects, or business units.
- Translate corporate HSE strategy into actionable programmes, priorities, and performance targets.
- Act as HSE authority for operational decision-making, risk acceptance, and escalation.
- Champion a strong safety leadership culture, visible leadership, and behavioural safety practices.
HSE Management Systems & Assurance
- Provide stewardship and oversight of the HSE Management System to ensure consistency, effectiveness, and continuous improvement.
- Lead and assure compliance with:
- Company HSE policies & standards
- ISO / IMS requirements
- Local and international regulatory frameworks
- Oversee HSE audits, inspections, and management reviews, ensuring close-out and learning effectiveness.
Risk, Incident & Performance Management
- Lead high-risk activity governance, including PTW, SIMOPS, lifting operations, and critical tasks.
- Review and endorse risk assessments (JHA/JSA) to ensure operational hazards are identified and control measures are effectively implemented.
- Barrier management and bow-tie controls
- Provide leadership for serious incidents, high-potential near misses, and crises, including root cause analysis and executive-level reporting.
- Analyse HSE trends, KPIs, and lagging/leading indicators to drive performance improvement plans.
Emergency & Crisis Management
- Emergency Response Plans (ERP)
- Crisis Management Frameworks
- Lead or support emergency exercises and simulations.
- Act as a key HSE advisor during actual emergency or crisis events, including regulatory and stakeholder engagement.
Stakeholder & Regulatory Engagement
Serve as the primary HSE interface with:
- Regulators and authorities
- Clients and joint venture partners
- External auditors and certification bodies
- Provide confident and credible HSE inputs in management meetings, reviews, and client forums.
- Support business development and operational readiness from an HSE risk perspective.
6. People Development & Capability Building
- Lead, coach, and mentor Senior HSE Engineers, HSE Engineers, and offshore HSE personnel.
- Support succession planning and competency development within the HSE function.
- Ensure HSE training frameworks address current and future operational risks.
- Promote professional HSE standards and technical excellence across the team.
7. Continuous Improvement & HSE Culture
- Lead or participate in HSE audits, inspections, and assessments to monitor compliance and identify opportunities for improvement.
- Implement corrective and preventive actions to address findings from audits, incidents, and inspections.
- Drive initiatives to promote a culture of continuous improvement in operational HSE performance.
Minimum requirements:-
- Degree in Engineering, Occupational Safety & Health, Environmental Science, or related discipline.
- Minimum 8–10 years relevant HSE experience in Oil & Gas or similar high-risk industries.
- At least 3–5 years in a Lead HSE role, responsible for supervising teams or managing multi-site operations.
- Demonstrated experience handling high-risk operations, audits, and major incidents.
Certifications (Highly Desirable)
- NEBOSH / DOSH / CSP / Equivalent
- Lead Auditor (ISO 45001 / ISO 14001)
- Incident Investigation certification
