Job Description

About the Role

The company is seeking an experienced and proactive M&E Engineer / Utilities Engineer to oversee and manage all mechanical and electrical installation works at the project development site.

The successful candidate will represent the project owner in supervising project progress, quality, safety, compliance, cost control, and coordination with contractors, consultants, authorities, and other stakeholders from the construction stage until final project handover.

Key ResponsibilitiesProject Management & Site Supervision
  • Act as the owner's representative to manage and monitor all M&E-related works, including electrical systems, water supply and drainage systems, fire protection systems, HVAC systems, external utilities, and underground piping networks.
  • Ensure project progress, quality standards, safety compliance, and cost control are achieved according to project objectives and timelines.
  • Conduct regular site inspections and monitor contractors performance to ensure compliance with approved drawings, specifications, and local regulations.
Technical Review & Construction Control
  • Review construction drawings, technical proposals, method statements, and material submissions.
  • Check material quotations and technical specifications to ensure they meet project requirements and budget.
  • Supervise main contractors, consultants, and subcontractors to ensure works are carried out according to approved designs and Malaysian construction standards.
Government & Authority Liaison
  • Coordinate with relevant Malaysian authorities and utility providers, including BOMBA, TNB, water authorities, CIDB, and other related government agencies.
  • Assist in inspections, submissions, approvals, energisation processes, water supply connections, and CCC application matters.
Cost & Change Management
  • Monitor project variations, site instructions, claims, and change orders.
  • Review and manage costs related to M&E works.
  • Coordinate with different project teams and resolve technical or site-related issues efficiently.
Testing, Commissioning & Handover
  • Organise inspections, testing, commissioning, and system acceptance procedures.
  • Coordinate defect rectification and final handover activities.
  • Ensure all project documentation, as-built drawings, operation manuals, and handover records are properly completed.

  • RequirementsEducation
    • Diploma or Bachelor's Degree in Mechanical Engineering, Electrical Engineering, Building Services Engineering, M&E Engineering, or related discipline.
    Experience
    • Minimum 5 years of engineering or construction project experience in Malaysia.
    • Experience working with project owners, developers, client-side teams, consultancy firms, or supervision firms will be an advantage.
    • Experience in at least one full project lifecycle, from project commencement to completion, testing, commissioning, and final handover.
    • Experience in industrial parks, manufacturing facilities, infrastructure, commercial developments, or large-scale construction projects is preferred.
    Technical Competencies
    • Good knowledge of Malaysian construction regulations, building codes, utility connection procedures, and authority approval processes.
    • Familiar with electrical, plumbing, fire protection, HVAC, and utility infrastructure systems.
    • Able to review engineering drawings, technical specifications, and construction methodologies.
    • Good understanding of project coordination, cost control, and contractor management.
    Language Skills
    • Proficient in English and Bahasa Malaysia for daily business communication and authority matters.
    • Mandarin proficiency is highly preferred to support communication with Chinese-speaking stakeholders.
    Personal Attributes
    • Willing to be stationed full-time at project sites.
    • Strong sense of responsibility, ownership, and accountability.
    • Good communication, coordination, and stakeholder management skills.
    • Able to work independently under pressure and manage multiple priorities effectively.
