We are currently seeking a high caliber professional to join our Group Market Risk department under Alliance Bank Malaysia Berhad as a Manager/Assistant Vice President, Policy & Governance.
The Role
A successful candidate in this position will be accountable for the following:
- To review, enhance and formulate / recommend Treasury Risk and Balance Sheet Risk Frameworks which defines the minimum risk governance, control structure, reporting lines, standards, policies, methodologies and limits for identification, measurement, monitoring, control and reporting of market and liquidity risks across Alliance Banking Group (ABG). This is inclusive of reviewing, enhancing and formulating / recommending both Core and Supplementary Risk Policies on Treasury Risk and Balance Sheet Risk.
- Other responsibilities include product reviews and effective implementation of risk (Basel) projects relating to Treasury Risk and Balance Sheet Risk in line with regulatory guidelines and Group's Integrated Risk Management Framework.
- Handle Equity Capital Market activities encompassing the sourcing and execution of acceptable external underwriting and private placement opportunities, and coordinate between Equity Markets and Capital Market in the marketing and distribution of primary or secondary equity or equity-linked private placement assignments.
Job Responsibilities
Framework and Policy Formulation
- Assisting in formulating and implementing an overarching Treasury Risk and Balance Sheet Risk Management Framework, which forms a core element of ABG's Integrated Risk Management Framework for consistent and synergetic alignment across the Group based on best practices recommended by regulatory bodies and international standards.
- Ensuring ABG's Core Risk Policies for Treasury Risk and Balance Sheet Risk incorporate appropriate checks and balances to adequately identify, measure, monitor, control and report market and liquidity risks across ABG. Examples of core policies include:
- Trading Book Policy Statements
- Valuation Policy
- Interest Rate Risk Management Policy
- Liquidity Risk Management Policy
- Stress Testing Policy
- Value-at-Risk Framework
- Reference Rate Framework
- Recovery Plan
- Development of supplementary product policies for treasury activities covering areas such as foreign exchange, money market, bonds, derivatives and structured instruments to ensure that all treasury activities are governed by appropriate policies and risk limits as approved by the Board or GRMC.
- Develop and propose, in collaboration with subject matter experts, risk methodologies, limits quantum and control parameters / triggers considering business targets vis-à-vis the Group's risk appetite.
Risk Policy Management
- Review and enhance the Broad Frameworks, Core and Supplementary Policies on market and liquidity risks with the aim of providing assurance and alignment to internal and external developments in risk management practices.
- Drive development / formulation of new policies to cater for new regulatory requirements, jointly with Treasury Risk and Balance Sheet Risk as subject matter experts.
- Prepare, review and furnish opinions / recommendations/ papers / policies / procedural manuals, etc. for Treasury Risk, Balance Sheet Risk and treasury activities, as and when required.
- Prepare, coordinate and review the annual Treasury and Balance Sheet Risk Limits.
- Prepare/ review/ update qualitative write-ups on Treasury Risk and Balance Sheet Risk for the annual reports, Pillar 3 disclosures, and Climate Risk assessments or any other banking group transactional activities related to Group Market Risk
Product Evaluation
- Provide product support for introduction of new treasury products by coordinating with Financial Markets and other relevant support units with the aim of evaluating and addressing the risks associated with the new product.
- Evaluate new product proposals for banking products, unit trusts funds, investment funds, etc. and provide the product sign-off for market and liquidity risks jointly with other units within Group Risk Management.
- Function as part of the working group to evaluate and assess the terms and clauses of treasury documentation (e.g. ISDA Master Agreement, GMRA, etc.) in consultation with Financial Markets and Group Legal to mitigate the legal risks and ensure compliance with applicable regulatory requirements and commonly accepted market practices. (In coordination with Head, Group Market Risk).
Stress Testing
- Formulate the methodologies, parameters and scenarios for Market Risk stress testing exercises in consultation with business units and other risk management units.
- Compile, analyze and prepare regular stress test reports and ad-hoc stress test reports arising from unfolding events to proactively ensure the Group's preparedness to mitigate the risks and provide adequate capital buffer for anticipated stresses to its profitability, asset quality and capital adequacy.
Unit Risk Officer Functions
- Provide support and assistance to the RCO in the development of operational risk profiles and use of operational risk tools in accordance with the bank-wide CORM and ORM Frameworks.
- Conduct operational risk self-assessments (RCSA and CSA) and monitoring of operational risks within Group Market Risk.
- Perform the Business Impact Assessment (BIA) and develop the Business Continuity Plan for Group Market Risk.
- Develop and review operational manuals for Group Market Risk Policies in accordance to the prescribed requirements.
Consultative / Advisory Role
- Provide technical support to line of business (in particular, Financial Markets and Islamic Banking) on matters relating to Treasury Risk and Balance Sheet Risk management and treasury activities.
- Provide consultative advice to business units within ABG on Treasury Risk and Balance Sheet Risk management and risks pertaining to treasury products / instruments for uniform implementation across the Group.
- Coordinate the activities under the Contingent Funding Plan, Recovery and Resolution Plan crisis simulations with the relevant stakeholders.
Risk Management Projects and Initiatives
- To effectively implement risk management projects (e.g. Basel, Treasury Credit Desk, BNM Standardised Counterparty Credit Risk) relating to Treasury and Balance Sheet Risk in line with regulatory guidelines and the Group's Integrated Risk Management Framework.
- Assist the Head of Group Market Risk and the Group Chief Risk Officer to plan and implement various strategic and risk management initiatives / projects to strengthen the Group's risk management capabilities.
- Provide cross-functional support to the colleagues within Group Risk Management, as required to ensure the success of the Group's risk management initiatives

Experience
- Tertiary Graduate or Qualified Professional with at least 5 to 8 years experience in banking and financial industry, with exposure to risk management / internal audit / treasury dealing and operations / accounting
