JOB SUMMARY

The Manager, Development & Implementation is responsible for end-to-end ownership of assigned Functional Competency Groups (FCG), covering competency framework development, assessment, and programme implementation. The role leads collaboration with FCG Advisors, internal Subject Matter Expert (SMEs), and external consultants to ensure credible assessments and targeted interventions. It ensures effective governance, stakeholder alignment, and delivery of capability development initiatives that support project execution, organisational priorities, and sustainable functional competency development.

RESPONSIBILITIES

  • Own assigned Functional Competency Groups end-to-end, covering competency framework development, assessment execution, intervention planning, and programme implementation aligned to business needs.
  • Lead the development and validation of Functional Competency Matrices and Rulers in collaboration with FCG Advisors, internal SMEs, and external consultants.
  • Plan, govern, and oversee competency assessments for internal SMEs and targeted employee groups to ensure consistency, credibility, and objectivity.
  • Manage the implementation of approved programmes, ensuring delivery meets agreed scope, schedule, quality standards, and intended capability outcomes.
  • Coordinate within PMO, HR Capability Development, FCG Advisors, SMEs and business leaders to ensure alignment, governance compliance, and role clarity.
  • Manage team resources by prioritising workloads, providing guidance, and ensuring effective delivery of competency development and implementation activities.
  • Monitor progress, risks, and outcomes, and provide structured updates and reports to the Senior Manager and PMO leadership.

QUALIFICATIONS

  • Bachelor's degree in human resources, Engineering, or any related field.
  • Minimum 10 to 15 years of experience either Engineering, Procurement, Construction, Installation, and Commissioning (EPCIC) environments.
  • Experience in competency development, learning & development, capability building, or talent development.
  • Strong stakeholder management, project coordination, and leadership skills.
  • Proficient in data analysis, reporting, and performance management.
