Job Description

The Emergency Response Manager is responsible to the Director of Safety for development, implementation, maintenance, oversight and continuously improving an effective Safety Management System (SMS) in Emergency Response, in accordance to regulatory, company, ICAO and IOSA requirements and ensure continuous compliance to all applicable local and international regulations and standards.Strengthen AirAsia brand image and customer advocacy.

Promote AirAsia's culture within the organisation.

Ensure transparency and promote good governance.

Develop talents and strengthen staff's capability ensure all staff receive appropriate training.

1.0 Safety Policy and Objectives

  • Establish a well-organised and functional Emergency Operation Centre (EOC) for use in the event of an emergency.

  • Formulate, review and update Emergency Response Manual (ERM) regularly.

  • Formulate, review and update Station Emergency Response Plan for all AAB stations (AK IN).

  • Formulate, review and update Station Emergency Response Plan for all AAB destinations (AK OUT).

  • Prepare and submit investigation report, report from ERP implementation and exercise report to Director of Safety, Safety Review Meeting Committee and other relevant parties.

  • Coordinate and collaborate with Crisis Management Team and other stakeholders for the implementation of AAB Emergency Response Plan especially for:

    • Establishment and management of Terminal Emergency Centres and Humanitarian Assistance Centre (HAC).

    • Assist Crisis Communication Team in managing media and press requirement, in such a way that the reputation of AirAsia Berhad is protected.

    • Deployment of Field Team to required stations/locations for the provision of humanitarian support assistance.

    • Financial allocations for the provision of logistical supports such as transportation, accommodations, meals and other commissaries required.

  • Establish an efficient coordination with authorities, non-governmental organisations, volunteers organisation and contracted parties for the support and assistance during implementation of AAB Emergency Response Plan.

  • Plan and procure necessary equipment and facilities for the operational implementation of ERP at EOC and stations.

  • Collaborate with other interested parties (volunteers, NGOs, local authorities) for ER capacity development within AAB.

  • Maintain an accurate and updated manual, plans and records of all safety related policies, procedures and processes with regard to emergency response within AAB. Documentation should be in digital and hardcopy where necessary.

2.0 Safety Risk Management

  • Conduct HIRA on ER activities as and when required. .

  • Evaluate, recommend and review Risk Mitigations and corrective actions taken.

3.0 Safety Assurance

  • Conduct periodic internal ERP surveillance audit at all current and newly opened AAB stations.

  • Plan and conduct Crisis Simulation Exercise (Table-top exercise) for Crisis Management Team members at regular interval. Evaluate and recommend new policy, procedures and process to improve readiness of corporate ERP.

  • Monitor and oversight Station ERP exercise/training yearly. Evaluate and recommend new policy, procedures and process to improve readiness of Station ERP.

  • Plan and conduct Document Collection exercise at regular interval. Evaluate and recommend new policy, procedures and process to improve readiness of corporate ERP.

  • Assist, support and oversight on Emergency Response operations management of change process at Headquarters and Stations.

  • Monitor and review effectiveness of mitigations/corrective actions taken at Headquarters and Stations.

4.0 Safety Promotion

  • Collaborate with other stakeholders (GHA, recognized training institution) in the formulation of Emergency Response Plan training syllabus and program(s) for initial and re-current certification.

  • Plan and conduct initial and re-current ERP training for Crisis Management Team members.

  • Plan and conduct initial and re-current Emergency Planning and Response Course for all AAB Station Managers.

  • Collaborate with other stakeholders (People and Culture, GHA) for the conduct of Special Assistance Team (SAT) training.

  • Plan and conduct Emergency Response awareness training program for AAB staff, when required.

  • Publication and distribution of ER Safety Notice/Circular to Station Managers and AAB staff.

Role Duties

  • Develop annual plan and budget for sub-department to align with department-wide's strategy.

  • Lead Manual and Plan development and amendment to ensure all documentations are align with business objectives and regulatory requirements

  • Track operating progress and result against annual plan and KPIs to ensure targets are met develop action plan as needed

  • Lead the identification of innovation and continuous improvement initiatives.

Traits

  • Sound knowledge of the organization's operations, procedures and activities.

  • Broad aviation technical knowledge.

  • An extensive knowledge of safety management system (SMS) and have completed appropriate SMS training.

  • An understanding of risk management principles and techniques to support SMS.

  • Experience in implementing and/or managing SMS.

  • Experience and qualified in aviation accident/incident investigation and human factors.

  • Experience and qualified in conducting safety/quality audits and inspections.

  • Sound knowledge of aviation regulatory frameworks, including ICAO Standards and Recommended Practices (SARPS) and relevant civil aviation regulations.

  • Ability to communicate at all levels both inside and outside the company.

  • Ability to be firm in conviction, promote just and fair culture and yet advance an open and nonpunitive atmosphere for reporting.

  • Ability and confidence to communicate directly to the Head of Department as his advisor and confidante.

  • Well-developed communication skills and demonstrated interpersonal skill of higher order, with the ability to liaise with variety of individuals and organizational representatives, including those from differing cultural backgrounds.

  • Computer literacy and superior analytical skills

Merits

Minimum working experience:

a. Two years in maintenance, Engineer, Cargo, Guest Service or Ramp operations with any AirAsia or AirAsia Group of airlines (Supervisor/Team Leader or management experience will be added advantage).

OR

  • Experience in aviation safety and/or in the capacity of an aviation safety investigator, safety/quality manager or safety risk manager, or

  • Five years working experience in aviation related industry, or

  • Two years in aviation management position, or

  • Two years in aviation safety or quality position.

Education:

Bachelor of Management or Science Degree, or equivalent management studies

Professional qualifications:

  • Successfully attended SMS training (SMS for Airlines and SMS Implementation and Control) by regulator or recognized training institution.

  • Successfully attended emergency planning and response for airlines by recognized training institution.

  • Successfully attended crisis planning and business continuity management by recognized training institution.

  • Successfully attended emergency planning and response for airports and ground service provider (GHA).

  • Successfully attended aviation auditor course.

  • Successfully completed train the trainer or an instructor course.

  • Successfully completed an aviation investigation course/root cause analysis training.

Training required for the position (if any):

  • Leadership and management.

  • SMS and Emergency Planning and Response.
