Job Description

ROLE PURPOSE

Support the execution of finance and procurement strategies, policies, and controls by managing daytoday operations, ensuring compliance, and enabling effective resource utilisation in support of the Commission's strategic objectives.

PRINCIPAL ACCOUNTABILITIES

  • Execute, monitor, and report on financial strategies and plans to support organisational sustainability and operational objectives.
  • Manage daytoday finance operations, including budgeting, forecasting, cash flow monitoring, expenditure control, and management reporting.
  • Prepare and review periodic financial statements, management reports, and performance analyses to support decisionmaking and governance reporting.
  • Ensure compliance with statutory, regulatory, and internal financial requirements, including tax submissions, financial reporting standards, and audit readiness.
  • Oversee outsourced finance service providers, ensuring timely, accurate, and compliant delivery of finance operations, including payments, invoicing, and reporting.6. Implement and maintain internal controls and financial processes to safeguard assets, ensure data integrity, and support effective financial governance.
  • Support procurement strategy execution by managing sourcing, evaluation, approvals, negotiations, and contract administration in line with approved policies and budgets.
  • Oversee procurement operations to ensure efficiency, value for money, compliance with governance requirements, and alignment with business needs.
  • Monitor supplier and vendor performance, address operational issues, and support continuous improvement in supplier management and procurement processes.
  • Leverage financial and procurement systems, tools, and structured documentation to enhance efficiency, transparency, and operational effectiveness.
  • Contribute to team performance and capability development through collaboration, knowledge sharing, continuous learning, and process improvement to enhance efficiency and compliance.

KNOWLEDGE, SKILLS AND ABILITIES

  • Minimum 7 years of experience in finance, accounting, and procurement.
  • Knowledge of corporate strategy, financial reporting standards (IFRS/MFRS), corporate finance principle, investment strategies, cash flow management and tax regulations.
  • Familiar with ERP systems and financial management software.
  • Exhibits exceptional strategic thinking, adaptable and agile, collaboration, business and digital acumen.
  • Technical Skills: Cash Flow Reporting, Financial Statement Preparation and Analysis, Procurement Operations, Contract Management and Data Analysis and Visualisations

EDUCATION

  • Bachelor's degree in finance, Accounting, Economics or any related field.
  • Professional qualification in accounting/ finance (e.g. ACCA, CPA, CFA, CIMA) or equivalent.
