Job Description

JOB PURPOSE

To plan, design, and develop an effective Emergency Preparedness and Response system, including technical inspection, testing, and maintenance frameworks for firefighting and emergency response equipment. This role is also responsible for formulating and executing comprehensive fire risk assessment and prevention programs to ensure operational readiness, regulatory compliance, and the protection of people, assets, and the environment.

JOB RESPONSIBILITIES

EMERGENCIES AND CRISIS PREPAREDNESS

Strategic Planning – Yard Emergency Preparedness and Response

  • Develop long-term strategic plans to enhance the yard's emergency preparedness and response capabilities.
  • Define yard-specific emergency scenarios and ensure readiness plans are in place, including evacuation, rescue, and communication protocols.
  • Conduct risk assessments and gap analysis to improve overall emergency readiness and response infrastructure.

Strategic Planning – Yard Fire Safety and Prevention

  • Formulate and implement fire safety and prevention strategies tailored to yard operations, facilities, and risk profiles.
  • Lead fire hazard identification, risk assessments, and mitigation plans in collaboration with QHSSE and operations teams.
  • Ensure alignment with legal requirements, international standards, and best practices in fire prevention and safety.

Contingency Planning for Emergency Response and Mitigation

  • Develop comprehensive emergency contingency plans that include escalation procedures, resource mobilization, and coordination with internal units and external agencies.
  • Establish linkages and working protocols with local authorities (e.g., Bomba, PDRM, hospitals) to ensure coordinated response efforts.
  • Organize regular drills, simulations, and joint exercises with local responders to test readiness and improve response efficiency.

Crisis Management Advisory

  • Serve as an advisor to the Crisis Management Team during incidents or major disruptions.
  • Support real-time decision-making with structured guidance and action planning aligned with corporate crisis protocols.
  • Maintain and continuously improve crisis management tools, response frameworks, and communication strategies.

STATION OPERATION MANAGEMENT

Fire & Rescue Services Management

  • Manage and administer day-to-day operations of fire and rescue services to ensure operational readiness and service reliability.
  • Oversee staffing, equipment deployment, maintenance, and shift planning for optimal coverage and performance.
  • Ensure all fire and rescue activities comply with safety regulations, industry standards, and company policies.

Resource and Budget Management (OPEX & CAPEX)

  • Develop, plan, and manage the department's Operational Expenditure (OPEX) and Capital Expenditure (CAPEX) requirements for fire and emergency response services.
  • Justify and track budget utilization, procurement needs, and resource upgrades to ensure cost-effective operations.
  • Monitor and assess performance of fire systems, vehicles, and equipment to support long-term capital planning.

Emergency Command, Control & Coordination

  • Assume the role of On-Scene Commander during Tier 3 emergency incidents or crisis-level situations.
  • Lead, direct, and coordinate emergency response operations involving fire, rescue, hazardous materials, and other high-risk scenarios.
  • Ensure proper activation of the Incident Command System (ICS) and effective collaboration with internal and external emergency response teams.

Competency Development & Upskilling

  • Design and implement a comprehensive Emergency Response competency development framework for fire and rescue personnel.
  • Plan and deliver training programs, drills, simulations, and certification schemes to ensure continuous capability improvement.
  • Conduct skills gap analysis and establish individual development plans for staff progression and team readiness.

REQUIREMENT

  • Degree in HSE, Engineering or equivalent.
  • At least 5 years experience in HSE.
  • Possess sound knowledge in IMS – HSE Management System, OSHA & PSM, PTS, MISC, IOSH, IOGP.
  • Registered as Safety and Health Officer (SHO) by DOSH or en route of registering SHO
  • Malaysian Construction Industry Development Berhad (CIDB) Card - Amendment to Act 520 - Section 32/33.
