Manager (Maintenance Management & Reliability)

Job Purpose

Formulate and drive maintenance strategies and reliability strategies for the Company by establishing capable and reliable workforce and system in order to achieve high plant reliability, integrity, work productivity and HSE compliance which are critical in sustaining company's high profitability and growth.

Key Accountabilities

1) Maintenance Management System

Strategise and drive the implementation of the integrated maintenance management through Maintenance Management System via Computerized Maintenance Management System (CMMS) and Asset Performance Management (APM) which includes planning, scheduling, execution, material management and other related activities in order to achieve and sustain high overall plant maintenance efficiency, reliability, availability and integrity.

2) Reliability Management

Formulate and strategize reliability and integrity program for the company through physical asset management system, Asset Reliability and Integrity Management System, Equipment Reliability Strategy, Mechanical Integrity, performance dashboard, Benchmarking and Asset Performance Management in order to achieve high plant reliability, integrity and HSE compliance which are critical in sustaining company high profitability and growth.

3) Contract Management

Strategise and lead the development of Contract Management for Engineering & Maintenance Department by establishing and reviewing contracting strategy, providing direction for work scoping, driving governance on contract execution and monitoring contract performance in order to achieve effective and smooth implementation of maintenance and engineering work activities.

4) Cost Management

Formulate and drive the development and management of overall Maintenance & Engineering Budget by integrating stakeholders requirement, leading budget review and analysis, strategising cost optimization initiatives and monitoring budget utilization to ensure effective cost utilization for safe and reliable plant operation.

5) Performance Benchmarking & Improvement

Strategise and lead the engineering & maintenance benchmarking and improvement activities by subscribing to industrial consultant as well as internal standards to identify the gaps and improvement opportunities in the aspects of engineering & maintenance and other contributing factors to achieve best in class plant performance in plant reliability, resource productivity and cost effectiveness.

6) Stakeholders Management

Foster and sustain effective working relationships and rapport with the government authorities, business and management institutions, national and key industry players and service providers in order to keep abreast with latest development in the relevant markets and capitalise on insider status and strategic alliances to capture opportunities for new business ventures and enhance public confidence in the company business solutions, product and services.

7) Governance & Assurance

Drive the implementation of applicable procedures and guidelines by ensuring the compliance to statutory and legislative requirements, conforming to the established Limits of Authority (LOA), company's and PIC's policies to achieve safe and reliable plant operation towards safeguarding the organisation's integrity and reputation.

Qualification & Experience

• Degree in Process / Chemical / Mechanical Engineering
• Minimum of 15 years of working experience in oil and gas industry with at least 6-8 years experience in the direct operations and Maintenance, involved in typical refinery, gas LNG or petrochemical plants.
• Strong strategic planning skill to match business needs with plan priority.
• High influence and negotiation skills to implement diverse objectives and requirements of the department.
• Keep abreast with latest technology and business development.
