Job Purpose
Strategize, drive and control Rolling Stock (RS) and Trackwork (Permanent Way) system current and future activities and ensure the implementation is conducted as per Business Plan and Budget, in compliance to Standard Operating Procedures (SOP), safety and regulatory requirements to achieve Rolling stock, Track System and Track Vehicle and Equipment availability and reliability targets, in supporting RTS Operations Pte. Ltd.s
Key Accountabilities
Planning, Budgeting & Management Reporting
- Set targets and KPIs to measure Rolling Stock and Trackwork maintenance performance.
- Plan, monitor, and control Business Plan and Budget with corrective actions.
- Drive transformation and cost optimisation initiatives.
Maintenance Strategy & Execution
- Develop and implement preventive, predictive, corrective, and overhaul maintenance strategies.
- Ensure compliance with SOPs, safety rules, and regulatory requirements.
- Meet operational availability and reliability targets.
Safety, RAMS & Regulatory Compliance
- Ensure compliance with safety, RAMS, and regulatory standards.
- Promote strong safety culture among staff and contractors.
- Conduct audits and continuous improvement initiatives.
Failure & Reliability Management
- Review failures and conduct root cause analysis.
- Implement corrective and preventive actions.
- Address repetitive and high-impact failures.
Rescue, Recovery & Emergency Management
- Develop rescue, recovery, and contingency plans.
- Lead incident response and service recovery.
- Implement lessons learnt from incidents.
Asset Lifecycle & Obsolescence Management
- Manage asset condition, replacement, and disposal.
- Address obsolescence and beyond economic repair assets.
- Support long-term system sustainability.
Contract & Vendor Management
- Develop contract strategies and technical scopes.
- Evaluate contractors and monitor performance.
- Ensure contractual and safety compliance.
Track Occupancy & Operational Interface
- Coordinate track access and work permits.
- Manage interfaces with Operations and Systems.
- Minimise service disruption during works.
Cost Optimisation & Resource Management
- Drive cost optimisation and efficiency initiatives.
- Optimise manpower, tools, and materials.
- Monitor savings and performance outcomes.
Leadership & Capability Development
- Lead, coach, and develop team capabilities.
- Build succession and competency frameworks.
- Maintain effective stakeholder relationships.
Qualifications, Skills & Knowledge
- Bachelor's degree in Mechanical Engineering. Chartered/Professional Engineer certification is an advantage.
- At least 10 years of experience in various engineering discipline with deep knowledge and exposure in maintenance activities. Minimum 5 years in a leadership role. Experience in Railway and RAMS are added advantage.
- Functional Competencies: Maintenance Management, Asset Management, Risk & Resource Management, Product Knowledge on Railway Operation, Cost Optimization, Safety Management and Maintenance SOPs.
- Technology Knowledge: Computer literate and experience in working with Computerised Maintenance Management System (CMMS), Experience in Rail Maintenance activities especially in engineering and/or SCADA system, procurement, inventory preparation and logistic support, Experience in testing, commissioning & maintenance and/or civil equipment, Rail Operational System and machineries, Analysis, data visualization and reporting software (e.g: Tableau, Power BI) and familiar with ISO, IEEE, IEC, & DOSH safety standard.
