Manpower Deployment & Training Centre Manager

Work Location: Malaysia (Flexible Base) | Kuala Lumpur, Penang, Johor Bahru or other major cities; willing to travel nationwide

Job Overview

This is a field-focused manpower operation role (NOT internal corporate HR). Based in Malaysia, you will oversee local grassroots talent sourcing, recruitment channel development, pre-departure compliance checks and training coordination for overseas deployment.

Key Responsibilities1. Channel Development & Compliance Management

Develop diverse local recruitment channels (community bodies, social/religious organisations, career fairs, online manpower platforms) to build a stable grassroots talent pool. Keep updated with Malaysian labour laws and minimum wage policies to ensure full local compliance.

Study overseas work permit and EU Blue Card policies (mainly Finland). Conduct pre-verification of candidate qualifications, contracts and visa documents to minimise visa rejection and deployment risks.

2. Recruitment Delivery & Training Coordination

Manage full-cycle social recruitment, campus recruitment and bulk hiring for entry-level IDC roles. Establish and maintain partnerships with local universities, vocational colleges and training institutions to operate a sustainablerecruitment + training + placement model.

Coordinate training base resources to ensure timely trainee onboarding and pre-departure training delivery. Collect on-site training feedback to assist HQ curriculum optimisation. No independent course R&D required.

Job Requirements

1. Minimum 5 years of experience in manpower bulk recruitment, training coordination or external liaison; 7–8 years local Malaysian manpower industry experience is preferred.

2. Proven track record in large-scale grassroots/blue-collar hiring; familiar with Malaysia local talent market.

3. Strong negotiation and relationship management skills, capable of independently developing training institutions, government and manpower agency resources.

4. Familiar with Malaysian labour policies; basic understanding of cross-border work visa application, with good policy learning ability.

5. Fluent English (full working proficiency); competent Mandarin for daily oral and written business communication.
