Basic Purpose/Accountabilities:
Focal point to arrange timely movement (24hrs/day and 7days/week basis during the drilling operations) and proper maintenance of all Labuan based materials/equipment and to manage waste relating to Drilling Campaign. The target of the position is to carry out the logistics arrangement for the project without HSE incidents and delays to the project. Labuan based materials and equipment includes not only Company asset, but also service companies materials, rental equipment and/or consumables. Effective communication with Drilling Team, Asian Supply Base, other operators, service companies and relevant authorities (including customs) are key for the position.
Primary Functions/Responsibilities:
- Maintain close communication with Drilling Superintendent, Drilling Supervisor/Wellsite Coordinator on the rig, Base Supervisor and Materials & Logistic Coordinator in order to plan for daily material requisition and vessel movement, based on operations look ahead.
- Maintain close communication with Asian Supply Base, other operators, service companies and relevant authorities (including customs) to plan loadouts without delays to logistics operations
- Identify and arrange for MHE (Materials Handling Equipment), crews and offshore cargo baskets for operations in advance of requirements to ensure.
- Coordinate with QA/QC to ensure inspections of Contractor equipment is conducted prior to loadout and the inspection checklists are complete.
- Coordinate inspections on new and used OCTG returns from offshore, ensuring work is performed according to contract, schedule and specification (including machine shops, inspections, assembly make-up);
- Ensure drilling material (OCTG) is arranged/racked per API guidelines, by size, complete with label / marking for easy tracking and monitoring inventory records
- Prepare material loading advice and submission for custom declaration, vessel, rig and Materials & Logistic Coordinator prior vessel shipment.
- Ensure all activities comply with COP HSE procedures and local authorities regulations.
- Ensure incoming schedule waste from rig is documented, inventoried and maintained and that storage areas conform to DOE standard requirements.
- Ensure and record drilling material movement precisely.
- Prepare and execute maintenance/inspection plans for Company assets (OCTG, slings, etc.)
- Conduct post-project materials reconciliations to ensure physical records match system records and that surplus materials are properly stored for further disposition
Personal Skills:
- Minimum 15 years working experience as a logistic coordinator or material coordinator for oil & gas company to support drilling operations, which includes
- Minimum 2 year's experience as a drilling material coordinator within Labuan base.
- Strong Interpersonal / Written communication skills; fluency in Oral and Written English.
- Ability to work with little supervision.
- Organizational skills and ability to prioritise.
- Minimum Year 10 School Certificate.
- Supervisory necessary to direct operations
- Well-developed customer relationship skills.
- Certificate in Business or Administration desired
Job Specifications:
- Experienced in Drilling Operations.
- Experienced in vessel operations, vessel specifications and directing marine operations
- Self-directed with ability to multi -task and liaise with large client / contractor base.
- Familiar with governmental marine regulations
- Previous experience working logistics associated with drilling operations.
- SAP experience is preferred
- Experience and expertise with Microsoft Office suite of software programs
- Experience with regional Customs processes
