About The Role:
We are looking for a Manager – Mechanical & Electrical (M&E) to lead end‑to‑end M&E operations at IOI Mall Damansara, our flagship retail mall. This role is accountable for the end‑to‑end operation, reliability and performance of all mechanical and electrical systems within a large-scale retail mall environment.
This role will also lead the Building Services team, ensures critical systems operate safely and efficiently and drives continuous improvement in uptime, energy efficiency, compliance and cost control.
Key Responsibilities:
Leadership & Building Services Operations
- Lead and manage the Building Services team, ensuring effective day‑to‑day operations.
- Oversee all Mechanical, Electrical, Plumbing, Civil, Fire, Gas, Lift and Escalator/Travellator systems within the assigned site(s).
- Ensure all building services installations and equipment are maintained in good and proper working condition.
- Provide hands‑on technical leadership, including troubleshooting, root cause analysis, and recommending corrective solutions.
Mechanical & Electrical Systems Management
- Oversee and monitor ACMV systems, pumps, plumbing, gas systems, lifts, fire protection systems, and escalators/travellators.
- Conduct daily inspections of critical systems and arrange repair or replacement where necessary.
- Ensure all Electrical and Instrumentation systems are fully functional and reliable.
- Handle High Voltage (HV) switching up to 33kV, including HV/LV switchgear, transformers, and related equipment.
Maintenance, Compliance & Safety
- Establish, review, and enforce Standard Operating Procedures (SOPs) for building services operations.
- Establish and review shutdown and normalisation procedures in compliance with the Electricity Supply Act and Suruhanjaya Tenaga regulations.
- Lead HV and LV Chargemen and Electrical Technicians in delivering routine preventive maintenance.
- Verify and approve monthly preventive and inspection maintenance works, including servicing of electrical rooms, panels, risers, and control systems.
- Obtain and manage Permit‑to‑Work for all repair and maintenance activities.
Contractor & Authority Management
- Supervise and manage all service contractors, certifying service chits and providing performance feedback where required.
- Engage service contractors promptly to resolve complex or critical building services issues.
- Liaise with TNB and relevant local authorities on matters related to substations and electrical operations.
- Ensure all documentation, approvals, and processes comply with company policies and management system requirements.
Tenant & Stakeholder Support
- Attend to daily service complaints from tenants and mall management in a timely manner.
- Process tenant water meter applications and coordinate energising of water supply in accordance with approved procedures.
- Ensure minimal disruption to tenant operations and customer experience during maintenance works.
Reporting, Energy Management & Budgeting
- Prepare and submit monthly chiller efficiency reports to the Facilities Management team.
- Calculate and analyse monthly power consumption, presenting findings and recommendations to top management.
- Monitor system performance and drive continuous improvement to achieve operational efficiency and cost optimisation.
- Prepare, monitor, and manage the annual Building Services department budget.
- Provide regular updates and participate in weekly and departmental meetings.
Requirements:
- Minimum 5 years of relevant working experience in commercial buildings and/or retail mall operations
- Proven experience managing building services and M&E systems in an operational environment
- Strong working knowledge of Mechanical & Electrical systems, including ACMV systems, Pumps and plumbing systems, Gas systems, Fire protection systems, Lifts and escalators/travellators
- Sound understanding of HV & LV electrical systems, including HV switching up to 33kV, Switchgear, transformers, electrical panels, and motor control panels
- Familiar with preventive maintenance practices, system troubleshooting, and breakdown recovery
- Good understanding of Electricity Supply Act and Suruhanjaya Tenaga regulations
