To lead and manage commissioning and testing activities throughout the project lifecycle, ensuring systems are safely, efficiently, and compliantly delivered in accordance with project specifications, quality standards, and schedule. The role focuses on driving successful project completion by coordinating technical reviews, managing documentation and resources, maintaining strict HSE and quality compliance, and ensuring smooth system handover to Operations.
Responsibilities
- Lead commissioning activities, including system start-up, ensuring all systems are delivered safely, on time, and in compliance with project requirements. Develop and implement commissioning plans, procedures, and testing strategies for all systems.
- Ensure full compliance with HSE requirements and actively promote safety awareness through toolbox talks, programs, and campaigns throughout the project lifecycle.
- Monitor and control project progress to achieve Mechanical Completion Date (MCD), overseeing activities such as flushing, pressure testing, valve leak testing, chemical cleaning, inspections, flange management, bolt tightening, and reinstatement.
- Manage and coordinate all project documentation, including STQs, testing reports, completion certificates, NCRs, punch lists, and final handover dossiers.
- Review project scope, contract documents, specifications, engineering drawings, and vendor data to ensure clear understanding of deliverables and identify potential issues.
- Evaluate vendor and subcontractor technical submissions related to testing activities and highlight any concerns.
- Ensure compliance with quality procedures, including document control, change management, material control, and inspection/testing requirements.
- Develop and manage turnover documentation to support smooth custody transfer to Operations.
- Ensure availability and coordination of skilled manpower and resources to meet project deliverables.
- Prepare and monitor progress reports and tracking systems to ensure timely completion of all commissioning activities.
- Drive continuous improvement in quality systems, SOPs, and workflows.
- Support tender activities related to testing and commissioning.
Qualifications & Requirements
- Bachelor's Degree in Mechanical, Process, Civil Engineering, or a related discipline from a recognized institution
- Registered with the Board of Engineers Malaysia (BEM)
- Minimum 10 years of experience in the Oil & Gas industry
- At least 5 years of experience in a similar position
- Experience in Brownfield Hook-Up and Commissioning (HUC) of key equipment, including Power Generators, Gas Lift Compressors, Air Dryers, Fire Water Pumps, Compact Manifolds, Filter Separators, WHCP systems, HVAC systems, Wash Water Pumps, Chemical Injection Pumps, Flare Ignition Panels, and Transfer Pumps.
