The Talent Supply Chain Consultant is responsible for delivering end-to-end contingent workforce solutions by combining strategic talent advisory with operational execution. This role partners closely with hiring managers, suppliers, and internal stakeholders to support the full lifecycle of contract workforce management, including recruitment strategy, requisition management, onboarding, compliance, invoicing, and vendor performance.
The position requires strong expertise in recruitment, procurement technologies (VMS), supplier management, and operational processes to ensure efficient, compliant, and cost-effective workforce delivery across client sites.
Key Responsibilities
Talent Advisory & Recruitment
- Manage full-cycle recruitment for contingent roles using a consultative approach
- Partner with hiring managers to assess workforce needs and define sourcing strategies
- Provide market insights on talent availability, rates, and hiring timelines
- Screen, assess, and shortlist candidates aligned with role requirements
- Coordinate and schedule interviews with stakeholders and suppliers
Requisition & Work Order Management
- Create and manage requisitions within VMS tools
- Generate, update, and maintain work orders ensuring data accuracy (rates, cost centers, tenure, etc.)
- Monitor requisition progress and ensure timely fulfillment
- Track work order lifecycle including extensions, modifications, and closures
Contractor Lifecycle Management
- Facilitate onboarding and offboarding processes ensuring full compliance
- Confirm assignment details (start/end dates, rates, location, work hours)
- Maintain accurate contractor records and documentation
- Monitor tenure limits and ensure adherence to policies
Supplier & Client Management
- Act as primary liaison between hiring managers and suppliers
- Build and maintain strong stakeholder relationships through regular communication
- Conduct supplier performance reviews and ensure SLA/KPI adherence
- Resolve operational issues proactively and escalate when necessary
- Deliver training to hiring managers and suppliers on processes and tools
Procurement & Cost Management
- Negotiate bill rates aligned with market benchmarks
- Utilize competitive bidding and benchmarking to control costs
- Track PO spend, committed spend, and financial metrics
- Ensure cost efficiency while maintaining service quality
Timesheet, Expense & Invoice Management
- Ensure timely submission and approval of timesheets and expenses
- Audit work orders, SOWs, and invoices for accuracy
- Resolve invoicing discrepancies, payment issues, and supplier queries
- Support billing processes and ensure compliance with financial controls
Statement of Work (SOW) & Independent Contractor Management
- Create and manage SOWs in VMS systems
- Ensure approvals, compliance, and supplier acceptance
- Monitor SOW timelines and initiate change orders where necessary
- Track financial spend and contractual obligations
Data Management, Reporting & Audits
- Maintain accurate data in VMS and client systems
- Perform regular audits to ensure data integrity and compliance
- Analyze program metrics, supplier performance, and hiring trends
- Provide reporting insights to support decision-making and continuous improvement
Technology & Systems Support
- Develop strong expertise in VMS platforms (e.g., Fieldglass, Beeline, IQN)
- Troubleshoot system issues and support users
- Assist with system updates, configurations, and training
- Ensure efficient utilization of procurement technologies
Program & Project Support
- Support MSP program operations and implementation activities
- Collaborate with PMO and cross-functional teams to improve processes
- Assist in onboarding new clients, suppliers, and system configurations
- Identify process improvement opportunities and drive efficiency initiatives
Key Skills & Competencies
- Experience in recruitment, MSP, contingent workforce, or customer service operations
- Strong understanding of labour laws and compliance requirements
- Proficiency in VMS/ATS systems (e.g., Fieldglass, Beeline, SAP, Workday)
- Strong analytical, organizational, and data management skills
- Excellent communication and stakeholder management abilities
- Ability to multitask, prioritize, and manage high-volume workloads
- Detail-oriented with strong problem-solving capabilities
- Financial acumen related to invoicing, billing, and cost tracking
Experience & Qualifications
- Experience in recruitment, MSP, staffing, or workforce operations
- Experience with vendor management systems and procurement tools preferred
- Intermediate proficiency in Microsoft Excel and Office tools
