Job Description

Purpose of Job

This position is to support and coordinate programmatic monitoring and evaluation to inform adaptive management and formulation of subsequent implementation phase, thereby contributing towards the aspirations outlined in the WWF-Malaysia Strategy 2021-2030. The Monitoring & Evaluation Officer will provide support to the Monitoring and Evaluation Coordinator to ensure all project / programme evaluations are planned and executed in a professional and timely manner. He/she will be supporting the analysis of monitoring data and preparing monitoring dashboard to review progress and support the facilitation of adaptive management and for presentation to senior management, partners, stakeholders and donors. He/she will work closely with the various project teams, in a flexible and customised manner, to support their monitoring and evaluation needs.

Key Outputs

  1. Timely reporting for the Roadmap 2030, Organizational KPIs, quarterly Planned Intermediate Results and Technical Progress Reports.
  2. Enhance monitoring systems for programme deliverables
  3. Improved conservation programme monitoring dashboard and progress reporting to the Heads of Conservation, Senior Leadership Team, Conservation Advisory Committee and Board of Trustees.
  4. Enhanced adaptive capacity thereby increasing effectiveness of programme strategies.
  5. Enhanced and a more systematic process on lessons learnt sharing across programmes.
  6. Support the development of Monitoring dashboards, tools and guidance; adapt WWF-International guidelines for local use.
  7. Evaluations are done in compliance with contractual or internal requirements, systematically planned and coordinated and carried out effectively.

Major Activities

1) Facilitate quarterly and half-yearly monitoring and reporting

  • Support the development of quarterly dashboard for programme/project teams Planned Intermediate Results (PIR) and Organisational KPIs.
  • Support programme/project teams through quarterly reviews of the Planned Intermediate Results (PIRs) and Organisational KPI towards achieving the planned outcomes.
  • Support programme/project teams in providing timely and quality updates for the WWF-Malaysia Strategy 2021-2030 and WWF Network Roadmap 2030.
  • Support quarterly reporting to the Conservation Advisory Committee (CAC) and Board of Trustees.
  • Ensure timely and quality reporting (e.g. Technical Progress Report) to WWF Network, corporate and government donors as per contractual requirement; facilitate peer review to enhance report quality.
  • Ensure all reports are easily accessible by everyone in WWF-Malaysia.

2) Play an active role in programme annual reviews and mid-term reviews of programmes.

  • Support facilitation of internal reflection exercises to generate insights on factors affecting conservation delivery, theory of change and shareable lessons.
  • Support facilitation of measuring strategy effectiveness, conservation outcomes and impacts.

3) Evaluation is conducted every 3 - 5 years for each programme

  • Support coordination of formulation and finalization of the Terms of Reference for external independent evaluation, customized to meet the needs of the relevant programme.
  • Support the invitation of Expression of Interest (EoI) for evaluation through various platforms; work with the Procurement Unit to coordinate the EoI screening, consultant selection and contracting process.
  • Support coordination with relevant parties to minimize information gaps and enhance understanding; ensure necessary logistics, briefings and appointments for the evaluators are organized; ensure briefings of evaluation objectives and arrangements are conducted for the conservation programme team.
  • Ensure the evaluation report is delivered timely, compiled with evaluation ToR and report format; the content is impartial and accurate; reduce the inherent risks and weaknesses of external evaluations due to limited time for field visits and interviews, as well as potential preferences and biasness of the evaluators and potential conflict of interests. Work with the Procurement and Finance Department to ensure payments are released according to deliverables.
  • Support coordination and facilitation of management response development after each evaluation and monitor follow-up actions required.

4) Support coordination and facilitation of internal evaluation or other form of assessment / reflection for conservation programmes and other conservation initiatives, as necessary.

5) Support improvement on monitoring data analysis and visualization, dashboards and other monitoring tools and guidance.

6) Experiment innovative approaches for monitoring, evaluation, reporting and learning to improve M&E systems and processes.

7) Support coordination and facilitation of sharing lessons learnt across programmes and within the WWF Network and wider conservation community. This will include coordination of a series of mini webinar/seminar, within WWF-Malaysia, on sharing of lessons learnt from the programmes.

8) Support Planning, Development and Monitoring unit where necessary.

9) Participate in the relevant discussions of the WWF Network communities on monitoring, evaluation and learning, and provide feedback based on experience on the ground.

10) Participate wholeheartedly in the general activities of WWF-Malaysia, particularly events and activities that require the full support and participation of all staff members, whether or not the focus of any particular event or activity has any bearing on the job description and assigned project objectives and activities.

Specifications

  1. A graduate with related academic and professional background in the field related to nature Conservation, Project Planning and Management, and/or Monitoring and Evaluation.
  2. At least two (2) years of working experience in evaluation, monitoring, information science and/or quality assurance.
  3. Strong analytical skills and logical thinking; enjoy analysing and visualising data and information to generate meaningful insights and reports.
  4. Meticulous and precise in day-to-day work; proficient in following through until closure.
  5. Competent in MS Word, MS Excel (intermediate / advance) and MS Powerpoint; skilled in preparing monitoring dashboard, infographics and reports for presentation to senior management, partners, stakeholders and donors.
  6. Excellent written and oral skills in English and Bahasa Malaysia.
  7. Good understanding of current issues and trends; initiative to keep up to date with environmental and conservation issues and knowledge.

Salary Range

RM3,000 - RM4,500
