Role Overview
We are seeking an experienced Compliance Officer to join our Malaysia operations on a contract basis. The job will be the primary point of contact with Bank Negara Malaysia (BNM), oversee end-to-end AML/CFT, and provide regulatory advisory to the internal stakeholders.
Key Responsibilities
1. Compliance & BNM Engagement
Serve as the principal liaison with Bank Negara Malaysia (BNM) on all compliance and regulatory matters.
Prepare, review, and submit timely and accurate regulatory returns, reports, and disclosures to BNM and other relevant authorities.
Provide clear, pragmatic regulatory advice to business units and commercial initiatives to ensure compliance from inception.
Represent the firm in regulatory examinations, thematic reviews, and ad-hoc queries from BNM.
Maintain the compliance risk register, control, and regulatory remediation plans.
Chair or support the Board Meetings; prepare management information (MI) and board/committee reporting packs
Oversee compliance with the Money Services Business Act 2011 (MSBA), Financial Services Act 2013 (FSA), Islamic Financial Services Act 2013 (IFSA), and other applicable BNM regulations.
Maintain robust record-keeping and documentation standards to demonstrate regulatory compliance.
2. MLRO & AML/CFT Oversight
Act as the appointed Money Laundering Reporting Officer (MLRO) under the Anti-Money Laundering, Anti-Terrorism Financing and Proceeds of Unlawful Activities Act 2001 (AMLA) and BNM AML/CFT standards.
Oversee Level 3 (L3) transaction monitoring and enhanced due diligence reviews; ensure timely escalation and resolution of high-risk alerts.
Evaluate, authorise, and file Suspicious Transaction Reports (STRs) with the Financial Intelligence and Enforcement Department (FIED) of BNM.
Ensure effective customer due diligence (CDD), enhanced due diligence (EDD), and ongoing monitoring frameworks are in place and operational.
Investigate and resolve matches in accordance with internal policy and regulatory expectations.
Qualifications & Experience
Bachelor's degree in Law, Finance, Accounting, Business, or a related field; professional qualifications (e.g., CAMS, ICA Diploma/Cert in AML, ACCA, CPA) are strongly preferred.
Minimum 6–8 years of experience in financial compliance, regulatory advisory, or AML/CFT roles within Malaysian financial services, fintech, money services, or banking.
Prior experience as an appointed MLRO or Deputy MLRO under BNM regulations is highly desirable.
Demonstrated hands-on experience with BNM reporting portals, STR filing, and transaction monitoring systems (TMS).
Strong analytical skills with the ability to interpret complex regulatory text and apply it to commercial operations.
Excellent written and verbal communication skills; comfortable interacting with regulators, senior management, and front-line teams.
High integrity, sound judgment, and the ability to operate independently in a fast-paced, evolving environment.
