We are seeking a Procurement Transformation Consultant to lead the establishment of a structured procurement function for a diversified business group. This is a project-based assignment where you will design procurement policies, implement systems and processes, establish governance, mentor the internal team, and ensure a successful handover before the completion of the project.

Key Responsibilities
Procurement Transformation
- Review the current procurement practices and identify improvement opportunities.
- Design and implement a best-practice procurement operating model.
- Establish procurement governance, approval workflows, and procurement policies.
- Develop procurement SOPs, templates, and standard documentation.
Strategic Sourcing & Procurement
- Develop sourcing strategies across major spend categories.
- Lead RFQs, RFPs, tendering processes, supplier evaluations, and contract negotiations.
- Identify cost-saving opportunities through strategic sourcing and supplier consolidation.
- Introduce procurement best practices that improve efficiency and reduce operational risk.
Supplier & Vendor Management
- Develop supplier qualification and onboarding processes.
- Establish an approved vendor database.
- Implement supplier performance evaluation and vendor risk assessment frameworks.
- Strengthen supplier relationship management and performance monitoring.
Procurement Systems & Process Improvement
- Support the implementation or enhancement of procurement systems.
- Improve procurement workflows through digitalisation and automation where appropriate.
- Develop procurement dashboards and reporting tools.
- Establish procurement KPIs and reporting metrics.
Governance & Compliance
- Ensure procurement activities follow ethical sourcing practices and internal governance standards.
- Develop procurement approval matrices and authority limits.
- Strengthen procurement controls, documentation, and audit readiness.
- Work closely with Finance, Legal, Risk, and business stakeholders to improve procurement governance.
Knowledge Transfer & Handover
- Mentor and coach the internal procurement team.
- Develop user guides, SOPs, and training materials.
- Ensure all procurement processes are documented.
- Successfully hand over the procurement function to the permanent internal team at the end of the assignment.
Requirements
- Minimum 10 years of experience in Procurement, Strategic Sourcing, Supply Chain, or Procurement Transformation.
- Proven experience establishing procurement functions, policies, governance, or procurement operating models.
- Strong experience in supplier management, tendering, contract management, and procurement governance.
- Experience implementing procurement systems or ERP procurement modules will be highly advantageous.
- Demonstrated success leading procurement transformation or business improvement projects.
