Job Purpose
The Procurement Lead is responsible for managing and leading procurement activities for oil and gas projects, ensuring the timely, cost-effective, and compliant sourcing of materials, equipment, and services. The role involves developing procurement strategies, managing supplier relationships, negotiating contracts, and ensuring alignment with project requirements, company procedures, and client specifications.
Key Responsibilities
Procurement Strategy & Planning
- Develop and implement procurement strategies aligned with project schedules, budgets, and business objectives.
- Lead procurement planning activities, including procurement schedules, long-lead item identification, and supplier qualification.
- Review project specifications, technical requirements, and commercial terms to establish effective sourcing strategies.
- Ensure procurement activities comply with company policies, client requirements, and industry standards.
Supplier Management & Sourcing
- Identify, evaluate, and manage suppliers, manufacturers, and subcontractors within the oil & gas sector.
- Conduct supplier prequalification, capability assessments, and performance evaluations.
- Develop and maintain strong relationships with key vendors and strategic suppliers.
- Manage vendor negotiations related to pricing, delivery schedules, payment terms, warranties, and commercial conditions.
Tendering & Contract Management
- Lead RFQ/RFP processes, including preparation of tender documents, bid evaluations, and commercial comparisons.
- Review and negotiate purchase orders, supply agreements, and subcontract agreements.
- Coordinate with engineering, project controls, quality, and construction teams to ensure procurement alignment.
- Monitor contract performance, delivery commitments, and supplier compliance.
Project Procurement Execution
- Manage procurement activities for critical oil & gas equipment and materials such as:
- Pressure vessels and skids
- Valves, piping materials, and fittings
- Rotating equipment
- Electrical and instrumentation equipment
- Structural steel and fabrication materials
- Chemicals and operational supplies
- Ensure timely issuance of purchase orders and tracking of procurement milestones.
- Monitor expediting activities and resolve supply chain issues affecting project schedules.
Cost Control & Reporting
- Drive cost optimization initiatives through competitive sourcing and supplier negotiations.
- Prepare procurement status reports, cost analysis, and management updates.
- Monitor procurement budgets, commitments, and cost-saving opportunities.
- Identify and mitigate procurement risks.
Quality & Compliance
- Ensure purchased materials and equipment meet project specifications, quality standards, and regulatory requirements.
- Coordinate with QA/QC teams for inspection requirements, material certification, and vendor documentation.
Team Leadership
- Lead and mentor procurement engineers, buyers, and procurement coordinators.
- Allocate procurement activities and monitor team performance.
- Provide guidance on procurement processes, supplier negotiations, and commercial practices.
Qualifications & Experience
- Bachelor's degree in Engineering or related discipline.
- Must be a Mandarin speaking personal.
- Proficiency in English is required for effective communication with internal stakeholders, clients, and international suppliers.
- Minimum 15 years of procurement experience, preferably within the Oil & Gas, EPC, or Energy industry.
- Minimum 5 years in a Procurement Lead / Senior Procurement Engineer / Procurement Manager role.
- Proven experience managing procurement for large-scale oil & gas projects.
- Strong knowledge of international suppliers, manufacturers, and subcontractors.
- Experience with EPC project procurement processes and contract management.
- Strong negotiation, commercial, and analytical skills.
