Job Description

Job Purpose

Act as procurement focal point, responsible for coordination with Project Team and supervision of activities undertaken by procurement team to ensure impactful support to the projects and Dialog Group as a whole.

Job responsibilities:

  • Supervise & facilitate activities of purchasing, expediting, inspection, logistic coordination & duty/tax exemption to ensure these activities are carried out in a timely manner and comply with project specifications.
  • Collaborate with Project Director / Manager in project material planning / scheduling so as project procurement is in line with construction priorities/sequence to enable optimum project expenditure without jeopardizing the overall project schedule.
  • Review expediting reports and proactively anticipate areas of concern, especially with regards to equipment delivery so recovery plans are worked out together with expeditor, engineering & project personnel to ensure equipment's are delivered within project schedule.
  • Initiate/participate in pre-award meeting to discuss final negotiation strategy with Project Director, Buyers and relevant project team members to achieve best purchase with maximum project cost saving.
  • Coordinate with Project Cost Control team in managing of project expenditure to ensure project cost is well kept within budget.
  • Organize procurement manpower effectively to achieve good distribution of works amongst procurement staffs for various projects.
  • Oversee activities in procurement department to enable smooth operation of the department which is one of the key centralized support units for various projects / business units within Dialog Group.
  • Enhance coordination with team leaders and provide guidance & support when necessary to ensure smooth operation in procurement department as well as in preparation of the department's globalized support function in future.
  • Plan and implement procurement improvement plans to improve overall efficiency of procurement process & functionality as well as to upgrade the quality and performance of the department.

Job requirements:

  • Degree in Mechanical Engineering or equivalent
  • 10 years of experience in commercial evaluation of vendor's quotes in the oil & gas, petrochemical, refinery or oil terminal construction industries.
